Amendment 0002 to Solicitation 36C24226Q1000 – Department of Veterans Affairs Network Contracting Office (NCO) 2, Buffalo, NY

This amendment clarifies specific sections of the Statement of Work (SOW) for parking lot attendant services at a VA facility. The amendment is effective September 29, 2026, and addresses staffing requirements, coverage expectations, and operational procedures outlined on pages 4, 6, and 7 of the original SOW. Key clarifications include: parking lots must remain continuously attended during operating hours with no single attendant responsible for multiple areas simultaneously; each attendant lot (patient parking and front circle) requires one full-time Lot Attendant with relief coverage for mandatory breaks provided by Patient Assisted Parking Services staff; a minimum of two Parking Attendants must be distributed between the patient parking lot and front circle from 7:00 a.m. to 3:00 p.m.; and attendants assigned to the front circle must maintain control of the police radio provided by VA Police at all times while remaining within the parking area. The Government's interpretation establishes that continuous parking coverage is expected with Veteran wait times not exceeding ten minutes. Attendants will perform multiple roles including parking cars, covering the podium, covering breaks and lunch for colleagues, and monitoring police radio communications and vehicle keys. When no attendant is present at the podium, a sign may be posted stating "Remain in your vehicle and an attendant will be with you momentarily." Contractors must acknowledge receipt of this amendment prior to the specified deadline by completing the amendment form, acknowledging receipt on offer copies, or submitting separate written communication.

Solicitation # 36C24226Q1000, Attachment A, Amendment 0002

See the government’s interpretation of the below sections of the Statement of Work (SOW):

SOW Sections:

Page 4, Section B.2, Section 1.0 "Staffing & Roles", Bullet 2:

"At no time shall any parking lot remain unattended during its hours of operation."

Page 4, Section B.2, Section 1.0 "Staffing & Roles", Bullet 6:

"Each attendant lot (patient parking lot and front circle) requires one full-time Lot Attendant to maintain continuous coverage throughout operating hours. Relief coverage for mandatory breaks shall be provided by the Patient Assisted Parking Services staff."

Page 6, Section B.2, Section 1.3 "Contractor-Provided Items / Supplies / Equipment", Paragraph (b):

"VA Police will provide the Parking Lot Attendant assigned to the 'front circle' with a police radio for emergency communication. This radio shall not be left unattended at any time. Attendants must remain within the parking area and ensure appropriate coverage before leaving their assigned location."

Page 7, Section B.2, Section 1.4 "Staffing", Paragraph "Daily Staffing Assignment", Bullet 2:

"Minimum of two (2) Parking Attendants distributed between the patient parking lot and the front circle during the hours of 7:00 a.m. to 3:00 p.m."

Page 7, Section B.2, Section 1.4 "Staffing", Paragraph "Daily Staffing Assignment", Bullet 4:

"No parking area may be left unattended, and no individual may be responsible for more than one area simultaneously."

Interpretation:

The Government’s expectation for the above SOW sections is that parking coverage will be continuous and Veteran wait times do not exceed ten (10) minutes. Attendants will serve multiple roles; park cars, cover the podium, cover for each other for breaks and lunch and consistently track the police radio and vehicle keys. If no one is at the podium a sign can be placed that states “Remain in your vehicle and an attendant will be with you momentarily”.
