About this file

This is a Notice of Intent to Sole Source a federal contract for in vitro diagnostic testing services. The Department of Veterans Affairs (DVA) Network Contracting Office NCO2, representing VISN2 South Medical Centers, intends to award a Firm Fixed Price (FFP) sole source contract to QIAGEN LLC, located at 19300 Germantown Road, Germantown, MD 20874-1415. The requirement is for FDA-approved, cell-mediated immunity (IGRA) tests capable of detecting Mycobacterium infections using chemiluminescence immunoassay (CLIA) technology on LIAISON analyzers. The specific product is QuantiFERON TB Gold testing, which QIAGEN manufactures and exclusively distributes. Market research conducted under FAR Part 10 determined that only QIAGEN can fulfill this requirement as a whole due to compatibility with the VA's existing LIAISON analyzer infrastructure and the absence of alternative sources meeting the salient characteristics.

The response deadline for capability statements is September 15, 2026, at 10:00 AM Eastern Time. Responses must be submitted to Contracting Officer Lindsay Goldsmith at lindsay.goldsmith@va.gov. The solicitation number is 36C24226Q0960, with a Product Service Code of 6550 and NAICS Code 325413. The contracting office is located in Albany, NY 12203. No subcontracting opportunities are available for this requirement. The VA prohibits the use of gray market items, requiring products sourced through the original equipment manufacturer's intended distribution channels. While this notice is not a request for quotes, all responsible sources may submit capability statements for government consideration; however, the government retains sole discretion to proceed with the sole source award based on the justification that no other viable sources exist.
