About this file
This is a Standard Form 30 Amendment to Solicitation consisting of Questions and Answers for RFQ 36C24226Q0928, issued by the Department of Veterans Affairs James J. Peters VA Medical Center (Network Contracting Office 2) in Bronx, New York. The amendment addresses 27 contractor questions regarding the scope, technical requirements, and submission procedures for medium-voltage transformer inspection and testing services.
The scope of work is limited exclusively to medium-voltage transformers and includes inspection, infrared (IR) scanning, and insulating oil sampling only—no corrective maintenance, repairs, or electrical testing are required. Key scope clarifications confirm that the 20 liquid-filled transformers constitute the primary focus; switchboards, distribution panels, and low-voltage dry-type transformers are excluded despite initial equipment lists. Oil sampling must include dissolved gas analysis and PCB testing. Work may be conducted during overnight hours or weekends as coordinated by VA facility staff, with VA staff and contractor performing lockout/tagout (LOTO) jointly. A Qualified Registered Professional Engineer must provide oversight of field work, with PE credentials and field engineer certifications (NETA or NICET) required at quote submission. The deliverable is a report provided upon completion of oil sample analysis. This is a one-time, lump-sum service event with no option years, submitted via email to Brittney.Dillingham@va.gov. The solicitation is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB).

CONTINUATION PAGE
Solicitation # 36C24226Q0928, Attachment 0001 Question 1: Are facility one-line diagrams and/or equipment photos available for the listed transformers, switchboards and distribution panels? If so, how can they be provided?
Answer 1: One Line Diagrams are available for listed transformers. They can be provided by email.
Question 2: Is creation of a new one-line diagram required, or only comparison with the existing diagram when available?
Answer 2: Comparison with existing diagram.
Question 3: During necessary de-energization, will the facility provide alternate building power, or must the contractor supply generators?
Answer 3: Contractor does not need to provide Generators.
Question 4: Who coordinates outages?
Answer 4: The Facility coordinates the electrical outages.
Question 5: Does the listed work require testing individual switches, breakers or instrument transformers? If so, can equipment/component counts and required procedures be provided?
Answer 5: No it does not.
Question 6: We also noticed the HVAC experience and NEBB/AABC/TABB credential language in the quotation instructions alongside the electrical-testing SOW. Does that language apply to this transformer project?
Answer 6: Does not apply.
Question 7: Switchboards and distribution panels. The equipment list in Section F.v includes 9 switchboards and 4 distribution panels, while Sections E and F describe transformer tasks. For the switchboards and panels, is the work an infrared survey only, or also inspection, cleaning and tightening, or electrical testing?
Answer 7: This scope of work is for medium-voltage transformers only.
Question 8: Transformer testing. The SF 1449 and Section B describe "inspecting and testing," while Section E lists inspection, infrared scanning and oil sampling. Is any electrical testing required (insulation resistance, turns ratio, winding resistance, power factor)? If so, on which units?
Answer 8: No electrical testing is required. Just the oil sampling and IR Scanning.
Question 9: Dry-type transformers. For the 8 LV dry-type transformers and the U-11 MV dry-type transformer, is the work inspection, cleaning and infrared only?
Answer 9: Yes Question 10: Deficiencies. Task ii asks the contractor to report damage, contamination and leaks that must be corrected. Is any correction (for example leak or gasket repair) in scope, or are deficiencies reported only?
Answer 10: Deficiencies reported only.
Question 11: Oil testing. Is testing limited to dielectric strength and water content (Task iii), or are dissolved gas analysis and PCB testing also wanted? Is any laboratory accreditation required?
Answer 11: Dissolved gas analysis and PCB test are required.
Question 12: Transformer data. Could you provide kVA, primary and secondary voltage, fluid type, approximate gallons and PCB status for each oil-filled transformer, and the one-line diagram if available?
Answer 12: Yes Question 13: After-hours work. Section D states that approximately 75% of the low voltage switchgear testing is outside normal business hours. Which tasks under this SOW must be performed outside normal hours, and on which days and shifts (weeknights, weekends, overnight)?
Answer 13: Work can be conducted on overnights or weekends.
Question 14: De-energizing. Tightening untaped connections and cleaning insulating surfaces (Task ii) require each transformer to be de-energized. Will VA staff perform the medium-voltage switching and lockout, or the contractor?
Answer 14: LOTO will be performed by VA Staff and the Contractor.
Question 15: How many outage windows are anticipated, may more than one transformer be de-energized per outage, and does the 14-calendar-day completion period include all outages?
Answer 15: Yes, more than one transformer will be de-energized per outage. In the past it has only taken a few days to complete the testing.
Question 16: Professional Engineer. Section G requires the work to be performed under the supervision of a Qualified Registered Professional Engineer. Is a PE-stamped report required, or PE oversight of the work?
Answer 16: PE Oversight of the work Question 17: Evaluation criteria. Sections 52.212-1 (items 4.b and 4.c) and 52.212-2 (Factor 1) refer to testing, balancing, maintenance and repair of HVAC systems and NEBB, AABC or TABB credentials. Please confirm these do not apply to this requirement.
Answer 17: Does not Apply.
Question 18: Report. What report format and delivery time after field work are expected?
Answer 18: Reports provided back to us when oil sample analysis is completed.
Question 19: Price schedule. Section B.3 has a single line item (0001, 1 EA), while Factor 3 refers to estimated quantities and option periods. Please confirm this is a single lump-sum price for one service event with no option years.
Answer 19: One time, updated 52.212-2.
Question 20: Please confirm how quotes are to be submitted (email address, or other method).
Answer 20: Email to Brittney.Dillingham@va.gov.
Question 21: Section E.1(4)(b) and (c) and Factor 1 require a firm regularly engaged in testing, balancing, maintenance and repair of HVAC systems and technicians credentialed by NEBB, AABC or TABB. The Statement of Work covers medium-voltage transformer inspection, infrared survey and insulating-oil testing and requires NETA or NICET certification. Please confirm that the HVAC and NEBB, AABC or TABB language does not apply and that NETA or NICET certification satisfies the technical credential requirement.
Answer 21: Does not apply.
Question 22: Section B.2 D states that approximately 75 percent of the low-voltage switchgear testing shall be done outside normal business hours. Please confirm whether low-voltage switchgear and switchboard testing is within scope beyond the transformers listed in B.2 F(v), and whether VA will perform switching and outage coordination.
Answer 22: Does not apply. Only transformers are being tested.
Question 23: Please confirm the number of liquid-filled transformers to be sampled under B.2 F(iii).
Answer 23: There are 20 liquid filled transformers.
Question 24: If certification or credential documentation for the field service engineer and supervising Professional Engineer is required, please confirm whether it may be submitted after award and before the start of work rather than with the quote.
Answer 24: With the quote.
Question 25: Regarding the scope of work, the solicitation title and introductory language reference inspection and testing of medium-voltage transformers, including infrared scanning and oil sampling. However, the equipment list also includes switchboards, distribution panels, and low-voltage dry-type transformers. Could you clarify whether those assets are included in the required scope and pricing, or whether the intent is limited to the medium-voltage transformers identified in the equipment inventory?
Answer 25: This work is just limited to the medium-voltage transformers.
Question 26: Is the Government seeking inspection, infrared scanning, and oil sampling only, or are any corrective maintenance, repairs, tightening of connections, or remediation activities expected as part of the base scope?
Answer 26: Inspection, IR Scanning and oil sampling Only. No corrective action or repairs.
Question 27: Can the Government provide the quantity of medium-voltage transformers included in the requirement and, if available, associated ratings/nameplate information to assist with accurate pricing?
Answer 27: Yes
