About this file

This is an Amendment to a Previous Combined Solicitation that addresses vendor questions and extends the submission deadline for a wheelchair washing and disinfecting unit procurement. The Department of Veterans Affairs Network Contracting Office 2, located at the James J. Peters VA Medical Center in Bronx, New York, is seeking to procure one wheelchair washing unit including delivery, installation, and training for the Lyons VA Medical Center. The solicitation is set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSBC) and is classified under NAICS code 339113 (Surgical Appliance and Supplies Manufacturing) with a small business size standard of 800 employees, and PSC 6515 (Medical and Surgical Instruments, Equipment, and Supplies).

The amendment addresses key technical specifications and operational requirements clarified through vendor inquiries. The unit must accommodate wheelchairs and possibly kitchen rugs on racks with external dimensions of 39"W x 62"H x 65"L and internal dimensions of 32"W x 49"H x 55"L, including capacity for bariatric chairs. The equipment must process hospital contaminants including body fluids and food at a target rate of 4-5 items per hour, operating 8-10 hours daily, with no drying capability required. The disinfection process involves either liquid disinfectant (concentrate or ready-to-use) or UV lamp treatment lasting 3 minutes; vendors are instructed to quote only the wheelchair cleaner equipment without optional disinfectant components. The revised response deadline is July 27, 2026, at 9:00 AM Eastern Time, with responses submitted to Contracting Officer Jonathan Kilgore at jonathan.kilgore@va.gov.

DESCRIPTION

The purpose of this amendment is to address questions submitted by interested vendors. The submission due date is also being extended to July 27, 2026, at 9AM EST. All other terms and conditions remain unchanged.

Question: Could you specify the products that require washing? Is it only wheelchairs, or also other items?

Answer: Wheelchairs and possibly kitchen rugs on a rack.

Question: What are the size measurements of these items?

Answer: Outside (W x H x L) 39” x 62” x 65”; Inside (W x H x L) 32” x 49” x 55” capable of fitting a bariatric chair inside.

Question: What type of contamination is present on these products?

Answer: Hospital contaminants i.e. Body fluids and food.

Question: What is your target quantity of products to be washed per hour?

Answer: 4-5 items per hour.

Question: How many hours a day is the washing process expected to run?

Answer: 8-10hrs.

Question: Is this a start to finish job?

Answer: This is not a start to finish job; there is no need for a dryer.

Question: Under the "DESIRED UNIQUE CAPABILITIES" section on page 6, it states under the subsection "Disinfection": "During the disinfection cycle, a liquid disinfectant concentrate or Ready to Use will be dispensed and sprayed onto equipment surfaces. If UV is used for disinfection, the wash and rinse cycles are first completed and then the UV lamps come on for 3 minutes." Does the end-user want us to quote just the UV unit or are we to add Ready to Use (RTU) Disinfectant Components or Concentrate Disinfectant Components or both at a discount. If need be, I can always add the ADD-ON DISINFECTANTS as optional.

Answer: Only the wheelchair cleaner equipment needs to be quoted.
