About this file
This is Amendment #0001 to Solicitation 36C24226Q0782, issued by the Department of Veterans Affairs Network Contracting Office (NCO) in Buffalo, New York, providing answers to nine contractor questions regarding Patient Assisted Parking Services at the Buffalo VA Medical Center (VAMC). The amendment clarifies that assisted parking services were previously provided before COVID-19 halted operations, and the VA is now seeking to reinstate this service. Two lot attendants will be stationed primarily in front of the medical center near the traffic circle and will park vehicles in a designated lot highlighted on an attached map, with approximately 200 feet distance between the valet stand and parking area. The facility is fully monitored by video surveillance and security systems across all parking lots, and electronic recordkeeping for contract compliance is acceptable. Currently, no valet staff are employed, though the VA has capacity for 85 to 150 dedicated valet parking spots, with overflow parking available if the maximum capacity is reached. The VA was unable to provide historical vehicle volume data by hour to support demand assessment.
The solicitation is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and is issued as a Request for Quotation (RFQ) for commercial services under Federal Acquisition Regulation (FAR) Part 12. Offerors are required to acknowledge receipt of this amendment prior to the hour and date specified in the original solicitation through completion of Items 8 and 15, acknowledgment on each offer copy, or separate written communication referencing the solicitation and amendment numbers. All other terms and conditions of the original solicitation remain unchanged and in full force and effect.
