About this file
This is a Special Notice of Intent to Award a Sole Source Contract issued by the Department of Veterans Affairs Network Contracting Office NCO2 on behalf of VISN2 South Medical Centers. The solicitation (36C24226Q0591) announces the agency's intent to award a Firm Fixed Price sole source contract to Cepheid Inc. (904 East Caribbean Drive, Sunnyvale, CA 94089) for polymerase chain reaction (PCR) molecular diagnostic testing supplies and services on a cost-per-reportable-test basis. The requirement covers seven VA medical centers in the New York/New Jersey region: Brooklyn VA Medical Center, Castle Point VA Medical Center, East Orange VA Medical Center, Franklin Delano Roosevelt Hospital, James J. Peters VA Medical Center, Margaret Cochran VA Medical Center, and Northport VA Medical Center. The contract encompasses maintenance, reagents, controls, consumables, disposables, and supplementary items for government-owned and contractor-provided Cepheid GeneXpert and Infinity instruments on a long-term basis.
Market research conducted under the Revolutionary FAR Overhaul (Part 10) determined that Cepheid is the only source capable of fulfilling the requirement, as it is the sole vendor providing maintenance and supplies for existing DVA equipment with a comprehensive test menu including MRSA, C. difficile (with and without epidemic strain 027), COVID-19, influenza, RSV, Chlamydia trachomatis/Neisseria gonorrhea, MTB and RIF resistance, strep group A, T. vaginalis, Carbapenemase producing organism identification, MRSA/S. aureus blood culture identification, and MVP identification. The Contracting Officer is Lindsay Goldsmith (Lindsay.Goldsmith@va.gov, 518-626-7194). Although this is not a request for quotes, all responsible sources may submit capability statements by the response deadline of May 22, 2026 at 12:00 PM Eastern Time. The notice explicitly states that a determination not to compete based on responses is solely within the Government's discretion, and gray market items are prohibited per Veterans Health Administration policy.
