AGENCY: Department of Veterans Affairs, Stratton VA Medical Center, 113 Holland Avenue, Albany, NY 12208-3410.

This is a sources sought notice issued for market research purposes to identify domestic sources or equivalent products capable of providing the supply described below. Potential offerors are invited to provide feedback via e-mail to Erskine.Shoulars@va.gov . Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition.

Potential contractors shall provide, at a minimum, the following:

(1) Company name, address, point of contact, phone number, e-mail address, authorized distributor information, & delivery time of equipment.

(2) Is your firm eligible for participation in one of the following small business programs? If so, please indicate the program. (3) Provide a brief capability statement (Max 5 pages) with enough information to determine if your company can meet the requirements. The capabilities statement for this sources sought is not expected to be a Request for Quotation, Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company’s ability to provide the equipment outlined below. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the evaluation.

The Department of Veterans Affairs Buffalo VA Medical Center intends to award a made in America item(s) for the purchase of Work Bench Station manufacturer or distributors of small business manufacturers, and/or large businesses of equipment for the following:

(4) Please indicate the size status and representations of your business, such as but not limited to: Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hubzone, Woman Owned Small Business (WOSB), Large Business, etc.)?

(5) Is your company considered small under the NAICS code identified under this RFI?

(6) Are you the manufacturer, distributor, or an equivalent solution to the items being referenced above?

(7) If you are a large business, do you have any designated distributors? If so, please provide their company name, telephone, point of Contact and size status (if available).

(8) If you’re a small business and you are an authorized distributor/reseller for the items identified above or an equivalent solution, do you alter; assemble; modify; the items requested in any way? If you do, state how and what is altered; assembled; modified?

(9) If you intend to subcontract any work on this contract, what portion of the total cost will be self-performed/will be performed by your organization? Please provide estimated detailed percentage breakdowns related to subcontracted work and completion of the job.

(10) Does your company have an FSS contract with GSA or the NAC or are you a contract holder with NASA SEWP or any other federal contract? If so, please provide the contract number.

(11) If you are an FSS GSA/NAC or NASA SEWP contract holder or other federal contract holder, are the items/solution you are providing information for available on your schedule/contract?

(12) General pricing of your products/solution is encouraged. Pricing will be used for the purpose of market research only. It will not be used to evaluate any type of award.

(10) Please submit your capabilities regarding the salient characteristics being provided and any information pertaining to “equal to items” to establish capabilities for planning purposes?

(13) Will the items you will be providing manufactured domestically in the United States or are they foreign manufactured items?

(14) Please review salient characteristics/statement of work (if applicable) and provide feedback or suggestions. If none, please reply as N/A.

(15) Please provide your Sam.gov Unique Entity ID number.

*** Submissions addressing number (10) should show clear, compelling and convincing*** evidence that all “equal to items" meet all the salient characteristics.
