About this file
This is an Amendment to Solicitation (Standard Form 30) for solicitation 36C24226Q0560, issued by the Department of Veterans Affairs Network Contracting Office on June 1, 2026, with an effective date of June 4, 2026. The amendment extends the receipt deadline for offers to June 18, 2026, at 2:00 PM EDT and introduces three substantive changes: a mandatory site visit scheduled for Wednesday, June 10, 2026, requiring vendors to pre-register via email to Dolores.Sachuk-Thompson@va.gov (drop-ins will not be accepted); an updated Table 1 specifying water quality routine testing frequencies; and notification that equipment must be installed by July 1, 2026, or an alternate plan for minimal service disruption must be submitted. Acknowledgement of this amendment is required with quote submissions, and failure to acknowledge will result in the response being deemed non-responsive and removed from competition.
The underlying solicitation 36C24226Q0560 is a Request for Quotation (RFQ) for the lease of reverse osmosis critical water treatment systems for the Sterile Processing Service at Brooklyn and Manhattan VA Medical Centers. This is a small business set-aside acquisition. The updated Table 1 details comprehensive water quality testing requirements across both facilities, including monthly testing for pH, conductivity, total alkalinity, total hardness, bacteria, and endotoxin in critical water systems, with specific sampling locations at treatment endpoints and points-of-use equipment (decon sinks, scope sinks, ultrasonic cleaners, and washer-disinfectors). Additional quarterly testing is required for total organic carbon and ionic contaminants (aluminum, chloride, copper, iron, manganese, nitrate, phosphate, sulfate, silicate, and zinc), along with utility water and steam condensate testing at specified frequencies. Brooklyn and Manhattan facilities have different numbers of sampling points, reflecting different equipment configurations, with Manhattan requiring significantly more samples annually due to expanded equipment numbers.
