About this file

This is an amendment to a previous combined solicitation for the Albany VA Medical Center's access control system upgrade. The solicitation, numbered 36C24226Q0439, is set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) entities and is issued as a Request for Quotation (RFQ) under FAR subpart 12.202 for commercial products and services. The response deadline is April 3, 2026, at 4:00 PM Eastern Time. The contracting office is located in Canandaigua, New York (ZIP code 14424), with the point of contact being Contract Specialist Barry Sawyer.

The amendment addresses vendor questions regarding the installation of PIV-enabled access control hardware on four doors at the Albany Stratton VAMC facility, which will be integrated into the existing Lenel OnGuard PACS environment. Key details include clarification that exterior doors are single doors while the bio-gas door is double (one passive, one active); electrified locksets are required for bio-med and med-gas doors, while electrified push bars are needed for exterior doors; cross-drilling from the hinge side to the lockset will be necessary for wiring; wave-to-open buttons will be mounted on interior walls only; and old auto-operators require replacement. The NAICS code is 541519 with a $34 million small business size standard, and the PSC is 6350. Required line items include HID SIGNO 40K PIV readers, door position sensors, electrified locksets, panic devices, Lenel interface modules, access control cabinets, installation labor, and programming services.
