About this file
This is a Questions and Answers document for Combined Synopsis/Solicitation 36C24226Q0378 for Bronx Medical Lab Courier Services. The document addresses 41 clarifying questions submitted by prospective bidders regarding the courier service requirements. This is a new procurement with no incumbent contractor; the previous contract number was 36C24221D0084. The service requires 24/7/365 availability and covers pickup and delivery of biological materials including blood samples, biopsies, equipment, and organs within New York City. Estimated volumes and peak periods are found in the price/cost schedule and cannot be predetermined as they depend on patient needs. Multiple pickups or deliveries in a single run are possible depending on operational demands.
Key operational requirements include notification to the transplant point of contact if delays exceed one hour, with the threshold of one hour being the acceptable delay threshold given NYC traffic conditions. Detailed specifications regarding temperature ranges, monitoring requirements, chain-of-custody procedures, packaging verification, communication protocols, facility access, and incident response procedures are contained in the Performance Work Statement (PWS). Minimum insurance coverage is required at $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage. The vendor is responsible for compliance with all local, state, and federal regulations related to biological and organ transport. FAR 52.219-14 on Limitations on Subcontracting and VAAR 852.219-75 on VA Notice of Limitations on Subcontracting apply; prospective bidders must follow the Combined Synopsis/Solicitation requirements and submit proposals via SAM.gov, with full SAM.gov registration required prior to submission. The Quality Assurance Surveillance Plan will be provided at contract award.
