2) Also, for the recycling compactors/container items, is it possible to put in guidelines for what is accepted for the recycling programs to reduce what is in the solid waste stream?

a. The PWS has been updated to reflect guidelines, Please see number 5 in PWS Acceptable Materials For Recycling Compactors

· Commingled Materials (Glass Bottles, Plastic Containers and Aluminum & Steel Drinking Cans in Clear Plastic Bags Can be thrown in Recycling compactor) This change has now been implemented

3) While reviewing the solicitation requirements, we noted that Section 52.212-2 requires submission of contractor experience, key personnel, and A901 certification. Healing Hands Healing Hearts, LLC does not directly hold the A901 certification; however, we intend to partner with a qualified and certified contractor that meets the applicable certification and experience requirements.

a. After performing research on a requirement of this type, it has been determined that in order for a vendor to be awarded a contract of this type, the primary/prime vendor must possess the A901 certification for their company.

4) I was looking through the statement of work compared to the line items and they dont match up. There are several containers on the line items that are not shown in the statement of work. For example, on page 41 of the solicitation, there are 5 containers listed, but there are over 30 line items per year. Can you please provide clarifications on the discrepancies?

a. Due to a formatting issue, the Performance Work Statement was not uploaded in its entirety. As of this amendment, the completed PWS includes all containers, locations, and the days on which pickups should take place.

5) There is a conflict between the requested quantities in the Price/Cost Schedule and the required frequency in the Performance Work Statement for the East Orange recycling compactor:

· In Section B.2 Price/Cost Schedule, Line Item 0027 (East Orange: 30 CY SC-COMP EAST ORANGE BLDG #1- RECYCLING) lists a required quantity of 52.00 EA.

· However, in Section B.3 Performance Work Statement (Part 5. Cardboard and Co-Mingled Paper), the service schedule mandates that the 30 yd. compactor at East Orange Building #1 be emptied "2 times per week" for a total of 104 pick-ups.

Could you please clarify if we should calculate our total price for Line Item 0027 based on 52 pulls per year, or 104 pulls per year?

a. Thank you for bring this to our attention Line item 0027 is being modified to 104 pulls per year.

6) We are performing independent research on the Combined Synopsis/Solicitation (36C24226Q03374). We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number and what the total contract value was?

a. To my knowledge, this is a brand-new contract, and I don’t have any past information you are requesting.

7) Several CLINs in the Base Year and Option Years are listed as on-call/as-needed items with an estimated quantity of 0 (e.g., 0008 and 0014–0026 and corresponding option-year CLINs). Should offerors provide unit prices for these CLINs to establish future ordering rates, even though the quantity is 0? Will these unit prices be included in the evaluated price, or excluded since the extended amount is $0? Additionally, please confirm whether Option Year 2 CLIN 2012 (Lyons, 35 CY closed compactor, Bldg. 54, Friday) is correctly shown with a quantity of 0, or if it should be 52 to match the Base Year and other option years.

a. Yes at this time all price should be provided so we are informed on what that line will be when we utilized it. The line items mention 0008 and 0014–0026 to include option years are when needed or as called, so no quantity will be shown as of right now.

8) The PWS references both cardboard/co-mingled paper and solid waste removal; however, only the cardboard/co-mingled paper scope is provided. Could the Government provide the complete Solid Waste Scope of Work for the solid-waste CLINs, including container locations, container types/sizes, and required pickup frequencies for the East Orange and Lyons campuses, so offerors can accurately price the requirement?

a. The PWS have been updated to reflect all cardboard/co-mingled paper and solid waste removal for both campuses. Please review the CLINS, and provide a fair and reasonable price to the government. All though certain CLINS may not have a quantity we will still need to know how much it will cost for the pickup.

The purpose of this notice is to address all questions brought to the NC02 Contracting Department attention. Please note that all proposal and quotes are due back Friday, June 26, 2026, 12PM Eastern Standard Time.
