About this file
This is an Amendment to Solicitation #36C24226Q0322 issued by the Department of Veterans Affairs Network Contracting Office (NCO) 2 in Buffalo, New York. The amendment, dated March 9, 2026, provides clarifications to specification requirements related to tree care and maintenance services for a Bicentennial tree. The amendment is not extended, meaning offerors must acknowledge receipt prior to the original deadline. The contracting officer is Leia LaBruna.
The amendment addresses ten questions and answers regarding tree trimming and inspection specifications. Key clarifications include: deadwood removal criteria (any dead wood choking growth and stability), canopy weight reduction (bare minimum while preserving tree integrity and history), acceptance of advanced inspection methodologies, deference to subject matter experts and board-certified master arborists for determining appropriate methodologies and additional trimming needs, acceptable qualifications for arborists (preferably board-certified master arborist or equivalent experience), and performance measurement standards (preservation of tree health and appearance with extended tree lifespan as the success metric). The VA indicated flexibility on inspection methodologies and assessment standards, deferring to industry-recognized best practices and qualified professionals.
