About this file
This is an Amendment to a Previous Combined Solicitation for services related to Lockout Tagout (LOTO) and Energy Control Procedures (ECP) at Albany Stratton VA Medical Center. The solicitation number is 36C24226Q0284, issued by the Department of Veterans Affairs, RPO East, NCO 2 Contracting Office in Bath, New York. Quote submissions are due on March 4, 2026, at 12:00 PM Eastern Time. The set-aside is for Service-Disabled Veteran-Owned Small Business (SDVOSBC), with a small business size standard of $25.5 million under NAICS code 541330 (Professional, Scientific, and Technical Consulting Services). The place of performance is Albany Stratton VA Medical Center, 113 Holland Avenue, Albany, NY 12208.
The amendment addresses ten vendor questions regarding contract requirements. Key clarifications include: the contractor will provide the VA access to Brady360 software to own the account; the VA will manage future account maintenance; no alternative software will be considered; approximately 350 equipment assets require individual ECPs; a 3-month period of performance from award with on-site work scheduled between 7:00 AM and 3:30 PM; formal staff training for facility end users and program managers is required, including training on identifying energy sources and writing lockout procedures; and aluminum material is preferred for procedure mounting bases and energy source identification labels, though alternative more durable materials may be considered for specific equipment and locations. An existing LOTO program and partial ECP inventory exist but the contractor must conduct an independent equipment inventory review. All other terms and conditions of the original solicitation remain unchanged.

DESCRIPTION
The purpose of this amendment is to answer vendor questions for Combined Synopsis/Solicitation 36C24226Q0284. Quote submissions shall be submitted on or before Wednesday, March 4th, 2026, 12:00pm EST.
Please see vendor questions below and Government answers in red.
1. Is the contractor responsible for holding the Brady360 account and providing the VA with access, or does the VA own the account?
a. Contactor will provide the VA access to Brady360 to own the account. VA does not currently own any accounts.
2. If the contractor is required to own the Brady360 account, how is account maintenance handled in the future if the contractor is no longer affiliated with the project?
a. VA will manage future maintenance for the account.
3. Would the Government consider alternate software for Brady360 for the above referenced solicitation?
a. The Government is not seeking alternative software currently.
4. I was reviewing the opportunity on SAM.gov and noticed that you detailed the 541330 NAICS small business size standard as $29 million. I have not been able to find any documentation on that size on Government websites such as SBA.gov and ecrf.gov.
Can you please direct me to the documentation of this new size standard?
a. This is a clerical error, the correct size standard for this NAICS code is 25.5 million dollars.
5. Approximately how many equipment assets are anticipated to require individual ECPs?
a. Approximately 350 equipment assets.
6. Is there an existing LOTO program or partial ECP inventory currently in place that will serve as a baseline?
a. Yes, however, we need this contract to only reference these details and act as if they are performing their own independent LOTO equipment inventory review.
7. Will formal staff training be required as part of this effort, or is the scope limited to procedure development and documentation?
a. Yes, formal program training to facility end users and program managers is required. The contractor provides training for personnel to create new procedures for future equipment and update existing procedures due to equipment modifications. The training shall cover identifying energy sources and the data needed to write a lockout procedure.
8. Is there an estimated number of anticipated on-site workdays for data collection and validation?
a. The contract period of performance shall be for 3 months from award date. On-site workdays for data collection and validation would need to be planned/scheduled during 7am-330pm accordingly to meet the period of performance.
9. Is an equipment inventory or facility asset list available for review?
a. Yes, however, we need this contract to only reference these details and act as if they are performing their own independent LOTO equipment inventory review.
10. Would the Government accept alternative material for the procedure mounting base and energy source identification labels (tags), provided they are equal to or more durable than the proposed aluminum material?
a. We prefer the aluminum material for durability and longevity in some of the harsh conditions/locations the equipment is in, however if alternative more durable material is proposed for specific equipment and its location we can review it for possible consideration.
All other terms and conditions remain the same.
