About this file
This is a Questions and Answers document for RFQ 36C24226Q0277, which addresses clarifications regarding a replacement fire pump procurement. The document resolves five key inquiries from potential offerors: the pump will be electric-powered, the solicitation seeks the pump section only without motor or complete system installation, and no jockey pump and controls are required. Regarding FM UL listing requirements, the government acknowledges that manufacturers will need the fire pump controller manufacturer and serial number, with additional photos provided in amendment 0001 to support this documentation. A critical clarification addresses the commissioning flow test mentioned in the original description—the government confirms this was an error and that no commissioning is required at this time, with the line item description updated accordingly in amendment 0001.
The underlying solicitation is a Service Disabled Veteran Owned Small Business (SDVOSB) set-aside for a fire pump replacement at the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2. All offerors must be registered with SAM.gov, include their SAM UEI numbers in quotes, provide technical documentation for evaluation, and hold SBA VetCert certification with a signed limitations on subcontracting certificate. The procurement is limited to new OEM items only with no used, refurbished, remanufactured, or gray market items permitted. Vendors must provide authorization letters or OEM documentation verifying authorized dealer, distributor, or reseller status. Award will be made to the responsible offeror whose offer is most advantageous considering technical specifications conformance and total evaluated price. The solicitation closing date was extended to March 16, 2026, at 12:00 PM EST.
