About this file

This file is Amendment A0001 to Solicitation 36C24226Q0149, issued by the Department of Veterans Affairs Network Contracting Office in Buffalo, New York on January 20, 2026. The amendment extends the deadline for receipt of offers to January 26, 2026 at 12:00 PM EST and provides answers to fourteen contractor questions regarding the scope of work, along with updates to line item descriptions and additional attachments.

The solicitation is for semi-annual preventive maintenance, certification, and certification tagging of fume hoods, biological safety cabinets, laminar flow clean benches, and pharmacy cleanrooms at the James J. Peters VA Medical Center. Key specifications include certification of two pharmacy suites (main and satellite) with room dimensions provided, ceiling heights of approximately 10 feet, and typical 2-foot by 4-foot diffuser sizes. The VA clarified that contractors must ensure compliance with ISO 14644-1:2015 standards for cleanroom certification, with sampling quantities and methodologies left to contractor discretion as subject matter experts. Certification is required semi-annually with dates typically clustered within a couple of weeks, and the last visit was completed in December. The original solicitation referenced 91 units for pricing purposes; however, the amendment directs contractors to use equipment list quantities for accurate pricing. This acquisition is set-aside for Service-Disabled Veteran-Owned Businesses (SDVOSBs), and the solicitation was issued as a Request for Quotation (RFQ) for commercial services under Federal Acquisition Regulation Part 12.

Answer 10: The contractor is expected to be a subject matter expert to ensure compliance with the standards noted in the Statement of Work.

Question 11: The pricing schedule references 91 total units, while the equipment list appears to include approximately 86 physical containment devices. Please confirm whether the additional units represent individual cleanroom rooms being counted as separate certification units for pricing purposes.

Answer 11: For pricing use the number of units identified on the equipment list. including the 1st and 3rd floor pharmacy clean rooms noted in the Statement of Work. Please see line item updates below.

Question 12: Can you please provide more information for the pharmacies. To quote correctly we would need the following: #of HEPAs, # of viable samples to be taken, Square footage of each room and finally the number and type of hoods in each pharmacy.

Answer 12: The hoods related to the main Pharmacy are on the equipment list room 1B-101. The Satellite pharmacy hood is 3C-08 on the equipment list. The number of samples must Comply with and ensure ISO 14644-1:2015 standards are met.

Question 14: For the equipment list- are they on an annual basis or semiannual? Are they all due at the same time or throughout the year? Do you have a schedule of due dates?

Answer 14: The expectation is semi-annually. Due to the number of hoods, the certification dates are all within a couple of weeks. The last semiannual certification visit was completed in December.

Question 15: For line item 0002- this looks like the test to be performed on the hoods? It is not very clear what that line item consists of.

Answer 15: Line 0002 in the Solicitation is how we itemize the task of certifying hoods. It’s how we identify services for invoicing for that specific contract year.
