About this file
This is a Limited Sources Justification for a delivery order under the General Services Administration (GSA) Federal Supply Schedule (FSS) program. The Department of Veterans Affairs, VISN 02, Network Contracting Office (NCO2) is procuring on behalf of Samuel S. Stratton VA Medical Center in Albany, New York. The acquisition is for an AvaSure TeleSitter System and installation services with a base period plus four option years for support software from Sierra7, Inc., a Service-Disabled Veteran-Owned Small Business (SDVOSB) located in McLean, Virginia. The estimated contract value is $533,652.14 with a 60-day delivery timeline, issued under FSS Contract Number GS-35F-235BA.
The justification supports a sole source award based on 41 USC §3304(a)(5) and 38 U.S. Code § 8127(c), citing that AvaSure products are available only directly from the manufacturer or through Sierra7, Inc. as the exclusive Federal Reseller. Market research confirmed Sierra7, Inc. is the only contractor providing AvaSure products and that insufficient SDVOSBs or veteran-owned small businesses (VOSBs) exist with both capability and interest to meet the VA Rule of Two requirements. The Government contends the FSS contract provides best value through competitively pre-negotiated pricing, streamlined procurement, proven patient safety outcomes, and reduced administrative burden compared to full and open competition. The justification requires certification from the Contracting Officer and approval from one level above the Contracting Officer for awards exceeding the Simplified Acquisition Threshold.
