About this file
This document is an amendment to a solicitation for Luxury Vinyl Tile (LVT) flooring for the Department of Veterans Affairs (VA), specifically for the James J. Peters VA Medical Center in Bronx, NY. The solicitation (36C24225Q0571) is an SDVOSB (Service-Disabled Veteran-Owned Small Business) set-aside for brand name or equal Mannington Main LVT Vinyl tiles. The amendment provides clarifications through a questions and answers section, addressing vendor inquiries about delivery logistics, pricing, and contract terms.
Key details include the contract's scope of covering approximately 8,500 square feet of flooring per delivery, with the VA confirming availability of forklifts and pallet jacks for unloading. The pricing schedule covers a 5-year period, with vendors instructed to estimate future pricing using a 5-10% escalation rate for inflation and market conditions. Vendors can propose price adjustments in subsequent years if extraordinary market factors arise. The solicitation response date remains unchanged, and the point of contact is Contracting Officer Aleta Jennette.

Questions and Answers Submitted:
Question 1. Do you have a preference on how many buckets of adhesive are delivered per order? I'd probably do 8-8-7-7.
Answer 1: This is fine. It seems like it’s about 250 SF coverage per gallon of adhesive and eight to seven 5-gallon buckets should be able to cover 12,000-8750 SF of flooring and each delivery is only 8500 SF coverage of flooring (170 boxes at 50 SF coverage per box), so it works out.
Question 2: Does this VA have a shipping dock with a forklift available to pull pallets out of the trucks?
Answer 2: Yes, the VA has forklifts and pallet jacks at the warehouse and loading dock.
Question 3: I see the price/cost schedule with spaces for the 5-year schedule. I can definitely give you pricing for the first year as product price and delivery rates will have minimal variation. But for pricing periods 2-5, should I leave those blank as we would reconvene for any annual price updates?
Answer 3: No, please estimate future pricing using normal escalation means (usually around 5-10% to account for inflation and market conditions) so we can award a total contract price for all option years. If there is anything out-of-the-ordinary that greatly affects the volatility of the pricing in an option year, such as tariffs or major inflation, you can renegotiate that year with the contracting office using data to back it up the proposed increase.
