About this file

This document is an Amendment to a Previous Combined Solicitation for Generator Load Bank Testing Services issued by the Department of Veterans Affairs (VA) New York Harbor Healthcare System. The solicitation (36C24225Q0381) is set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB) under NAICS code 811310, seeking annual load bank testing and corrective maintenance for fifteen generators across two campuses: Brooklyn and St. Albans. The generators range from 150KW to 2025KW, manufactured by Caterpillar and MTU Onsite Energy.

Key performance details include a 30-day period for annual load bank testing and 150 days for corrective maintenance repairs, with testing requirements of load banking at 30%, 50%, and 75% of nameplate ratings over 4 continuous hours. The solicitation requires contractors to have five years of generator operations experience, safety training certifications, and provide comprehensive testing reports. Quotes are due by 10:00 AM Eastern Time on March 12, 2025, with a firm fixed-price contract anticipated. The VA will evaluate quotes based on technical capability, past performance, and price, with the goal of selecting the most advantageous offer.
