THIS IS NOT A SOLICITATION. This is a Request for Information (RFI)/ Sources Sought Notice only and is issued in accordance with Federal Acquisition Regulation (FAR) Part 10 Market Research, in order to conduct market research. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI is issued solely for information and planning purposes and does not constitute a guarantee to issue a solicitation in the future. This RFI does not commit the Government to contract for any supply or service. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Not responding to this RFI does not preclude participation in any future solicitation, if issued. Determination by the Government not to compete this proposed contract action based on responses to this notice is solely within the discretion of the Government. This announcement is based on the best information available at this time and is subject to future modification.

The purpose of this announcement is to gain knowledge of current market capabilities in relation to the North American Industry Classification System (NAICS) Code 624310 with a Size Standard $15.0 Million.

The Product Service Code (PSC) is G099 - Social Network Contracting Office (NCO 2) of the Department of Veterans Affairs on behalf of the VISN 2 Downstate Medical Centers (VA NY Harbor Healthcare System, Bronx VA Medical Center, VA New Jersey Health Care System, and Northport VA Medical Center) is seeking a contractor (s) to assist with the provision of housing placement and case management services through the HUD-VASH program. The program is a partnership between the U.S. Department of Housing and Urban Development (HUD) and the VA Supportive Housing (VASH) program to place and maintain homeless Veterans in permanent, community-based housing using HUD Section 8 Housing Choice Vouchers that are paired with ongoing VA case management services.

VA intends to engage a Contractor to provide HUD-VASH housing placement services and on-going case management to VA referred Veterans and their families. Entities that are interested in providing these services should be aware that HUD-VASH is a national program serving Veterans and their families throughout the country. This program has become one of the largest VA interventions to assist homeless Veterans. It is also the first VA homeless program that offers services to both the Veterans and their family. It represents one of VA’s most significant efforts to achieve the President’s goal of ending homelessness among Veterans. Primary target populations for HUD-VASH include chronically homeless, chronically mentally ill Veterans; Veteran families with minor children; and returning Iraq and Afghanistan Veterans. Many of these Veterans have co-morbid conditions that include serious mental illnesses, substance abuse disorders, and other serious medical conditions. To be eligible for the HUD-VASH program, Veterans must:

· The Veteran must be determined “homeless” based on McKinney-Vento Act definitions and determined to be eligible for the HUD-VASH program under The National Defense Authorization Act for Fiscal Year 2021 (PL 116-283), which includes provisions expanding eligibility for HUD-VASH by the local VA medical center with every effort made to identify and serve the most chronically homeless and vulnerable Veterans.

· Be eligible for VA health care as determined by the local VA medical center or be eligible for the HUD-VASH program specifically with an Other Than Honorable (OTH) military discharge (expanded eligibility).

· Be assessed by the HUD-VASH program at the VA medical center to have ongoing medical, mental health, substance abuse, or other serious psychosocial conditions or stressors that prevent the Veteran from obtaining and/or maintaining permanent housing on his/her own.

HUD-VASH Veterans are admitted to the program based on a demonstrated need for ongoing case management due to mental health, substance abuse, medical and/or other co-occurring serious psychosocial issues. The program prioritizes Veterans assessed to be highly vulnerable with a high likelihood of death due to homelessness.

In addition to targeting the most vulnerable homeless Veterans, HUD-VASH seeks to utilize a Housing First approach to working with Veterans to ensure rapid housing placement and stabilization. Housing First is an approach that centers on providing homeless individuals with housing quickly and then providing services and treatment as needed. What differentiates a Housing First approach from other strategies is that there is an immediate need and primary focus on helping individuals and families quickly access and sustain permanent housing.

Through this contract, the VA seeks to expedite the placement of HUD-VASH Veterans and their families in affordable, permanent housing and assist them in maintaining housing thereafter. This housing must meet the criteria for inclusion in HUD ‘s Section 8 Housing Choice Voucher program. Contractors are not expected to provide housing as part of this contract, but they are expected to have appropriate staff and resources in place to assist Veterans in finding acceptable community-based housing in a timely manner that meets Section 8 criteria. Housing inspections are conducted by the local Public Housing Authority or its agent. Some HUD-VASH housing units may be available through pre-approved project-based vouchers as agreed to by the local Public Housing Authority and the VA medical center.
