NOTICE OF INTENT TO AWARD SOLE SOURCE:

This is a Notice of Intent to Award Sole Source published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of a sole source firm fixed price contract to the following contractor for Radiation Survey Services for LINAC at the East Orange VA Medical Center 385 Tremont Ave. East Orange, NJ 07018-1023:

Elekta 400 Perimeter Center Terrace Suite 50 Atlanta, GA 30346 USA

This is done under authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1: Only one source and no other supplies or services will satisfy agency requirements.

Market research revealed that Elekta is the only vendor who can provide the scope of work as they are the OEM of the Elekta Linear Accelerator (LINAC) currently utilized at the East Orange VAMC.

The intent of this scope of work is for a one time service for acceptance tests (CAT), radiation site survey for shielding evaluation, and commissioning services to meet the requirements of an Elekta Linear Accelerator (LINAC) go-live and subsequently patient care activation for patient treatments at the Radiation Oncology clinical service.

NAICS Code is 541380 (Testing Laboratories and Services) with a small business size standard of $19 Million. The classification code is J065 Maintenance of Hospitals and Infirmaries.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any firm that believes it can meet the requirements above, may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. Responses are due by Monday March 6th, 2025 at 10:00am EST. Responses shall be submitted via email to amanda.baumler@va.gov. Telephone request or inquiries will not be accepted.
