1. Page 6 of the solicitation, section 2.2 states: "The contractor shall provide a resident mechanic at each site. The normal operating hours are 7:00 AM to 4:30 PM for the Brooklyn and St. Albans Campuses Monday through Friday, except Federal Holidays. Manhattan VAMC working hours are 6:00 AM – 4:00 PM Monday through Friday, except holidays."

· The current requirement for the Brooklyn VA and St. Albans VA is 40 hours, per week, at each site

· The current requirement for the Manhattan VA is 46 hours, per week:

· Monday: 6:00am - 4:00pm

· Tuesday - Friday: 7:00am - 4:00pm Can the facility confirm that these hours will be the same requirement for the upcoming contract?

COR Response: Normal elevator mechanic working hours are 7:00 AM to 4:30 PM for the Brooklyn and St. Albans Campuses Monday through Friday, except Federal Holidays. Manhattan VAMC working hours are 6:00 AM – 4:00 PM Monday through Friday, except holidays. A certified mechanic is required at all three locations for the entire time listed above.

1. In Amendment 0001 of Solicitation 36C24221Q0531 (the existing contract) published on 6/4/2021, The following question was asked:

0. Can the facility confirm that all references to, and requirements thereof, the “Contractor” within the solicitation refers to the Prime Contractor and not any Subcontractors that may be used?

0. The VA confirmed that all references to "contractor" refers to the "Prime Contractor. Can the VA confirm that this will also apply to the current solicitation?

COR Response: Term contractor refers to the Prime Contractor

1. The previous contract required the awarded contractor to sign a limitations on subcontracting statement in compliance with VAAR 852.819-74, stating that they agreed to self-perform a minimum of 50% of the required work for the entire contract. In that document, it also stated "Whoever violates the requirements set forth in...this section shall be subject to the penalties prescribed in 15 U.S.C 645 9(d), except that the fine shall be treated as the greater of $500,000 or the dollar amount spend, in excess of permitted levels, by the entity on subcontractors."

1. Can the VA confirm that the awarded contractor will be required to sign this document?

1. Can the VA also confirm that the contractor will be held to these consequences if they do not self-perform at least 50% of the contract?

CO Response: Awarded contractor will be requires to sign VAAR 852.819-74 and a the vendor will be required to self-perform at least 50%

1. Are 3rd party test inspection fees to be paid by the Contractor or Owner?

COR Response: Owner responsibility

Page 6/General Requirements/2.2: “the contractor shall provide a resident mechanic at each site”: Can you please clarify if each of these three mechanics are to perform 40 hours a week on site during normal business hour or should “resident mechanic” be interpreted as an assigned mechanic (route mechanic) to each of the three buildings without a set requirement of time spent on site? We are looking for clarification on this due to the line items in the Pricing Schedule requiring individual pricing for weekly, monthly, quarterly, semi-annual and annual service at each building. If the intention is to have 3 full time mechanics on site with each providing 40 hours a week of service, why are there line item numbers in the bid form for each site for weekly, monthly, quarterly, semi-annual and annual service since a resident mechanic performs all of the individual categories in entirety?

COR Response: Three certified elevator mechanics are required to be on-site at each location for the time listed below. One at the Brooklyn campus, one at the Manhattan campus, and one at the St. Albans campus. Each mechanic will have the following operating hours:

· 7:00 AM to 4:30 PM for the Brooklyn and St. Albans Campuses Monday through Friday, except Federal Holidays.

· 6:00 AM – 4:00 PM Manhattan VAMC Monday through Friday, except holidays

1. Page 6/General Requirements/2.4: Are service calls (both emergency and non-emergency) performed other than normal business hours, billable at hourly rates or is 24 hour service included in the maintenance pricing? Is travel time for after hour calls billable?

COR Response: emergency and non-emergency calls outside the normal hours are billable.

1. Are pre-existing repairs and deficiencies billable?

COR Response: See page 24 section 4 under “Existing Conditions.”

1. Does each site have and provide service tools for all of the elevators?

COR Response: Contractor responsible for providing all service tools.

1. Page 10/General Requirements/2.18/A: “The Contractor must have a minimum of five years of experience providing elevator maintenance in high-rise buildings”. If the Prime does not meet the 5 year minimum, will the sub-contractor’s experience be sufficient to meet this goal? If the Prime is a newly certified SDVOB business, but has over 5 years prior experience at a different company, does this meet the requirement?

CO Response: The Prime must have the 5 years’ experience as the contract is written to the prime and not the sub-contractor.

1. Are obsolete parts to be considered a billable item? If there is no exclusion for obsolescence, can you please define what is expected from the Contractor to be included? For instance if an obsolete controller is beyond repair during the term of the contract, is the Contractor expected to upgrade your existing equipment to accommodate a new controller?

COR Response: See page 24 section 4 under “Existing Conditions.”

1. Pricing Schedule Line item 0016 is asking for a time and a half hourly rate for after hours. Time and a half rates only apply to scheduled preventative maintenance performed on overtime. Service calls after hours Mon-Fri and Saturdays are to be paid at 1.7 rate per the Elevator Union Agreement. Can you please clarify the hourly 1.5 line items?

CO Response: For this federal contract the labor rate to be used is 1.5 hours

1. Pricing Schedule Line Item 0018 has a line item for Parts 1 EA_____. Are you looking for a percentage mark-up of parts for the parts line items?

CO Response: no price need as this line item will only be utilized if parts are needed. Parts must be within national average for that particular part.
