About this file
This document is a Single Source Justification form for a Simplified Acquisition Procedure (SAP) from the Department of Veterans Affairs, VISN 2, Albany VA Medical Center. The procurement is for Medtronic Valleylab Electrosurgical Generators, including the Forc model and compatible accessories like foot pedals, power cords, and instruction manuals, with an estimated value of $137,370.36. The justification highlights unique technological characteristics of the Medtronic platforms, such as proprietary TissueFect sensing technology and Ligasure vessel sealing capability, which are exclusive to Valleylab systems and compatible with existing surgical equipment at Albany VAMC.
The document details market research conducted, including searches on SBA VETCERT, GSA, and FPDS, which yielded no alternative sources for these specific electrosurgical generators. A sole source manufacturer letter confirms Medtronic is the only provider of these products. The contracting officer, Corey Swinton, certified the purchase on 7/01/2025 in accordance with FAR 13.106-1(b), with a note to document price reasonableness on the S19 Open Market Award Documentation Form. The acquisition is planned for replacing end-of-life generators to ensure uninterrupted surgical services.
