About this file

This document is a combined synopsis/solicitation for a federal contract opportunity for Three-Year Electrical Inspecting and Testing services at the Albany Stratton VA Medical Center. The solicitation is a Total Service-Disabled Veteran-Owned Small Business Set-Aside Open-Market acquisition for the Department of Veterans Affairs Veterans Integrated Service Network 2.

The contractor must inspect and test all primary disconnects, transformers, low voltage circuit breakers, and low voltage switchgear at the medical center. The work must be performed by certified and licensed personnel in compliance with NFPA electrical standards. The contractor will be required to replace any missing parts, test protective relays, and perform an infrared thermal survey upon completion of the work. The performance period is 45 calendar days from award to complete the work within 14 calendar days. Approximately 75% of the low voltage work must be performed outside normal hours. Quotes are due by September 11, 2024 and should include technical capability, past performance, and pricing information.

36C24224Q0959 Vendor Questions Contracting Officer answers are in red font

· Is there a site visit scheduled? No.

· Are there additional tests needed for oil-filled transformers besides oil sampling? If so, what other tests would you like performed? No additional tests required.

· What types of tests would you like us to perform on the dry-type transformers? No tests required on the Dry type transformers.

· Can secondary injection testing be used to trip the breaker's protective device? If primary injection is required instead, do you have an on-site power supply with 240V or 208V and 150A for our test equipment? Primary testing is required, and an on-site power supply is available.

· Do you have a single-line diagram of the electrical system? Yes. Attached.

· Do you require our professional engineer to make any site visits? No

· Can you clarify the exact period for the three-year term? Specifically, from when to when? This is a one-time service required every three years. Per the SOW is to begin within 45 calendar days of award and take no longer than 14 calendar days.

· Could you please tell us if the circuit breakers can be tested with secondary injection or do they need to be tested with primary intention? No

· Is the equipment included in work scope to be tested over a three-year period, or is this for each piece of equipment once per year for three years. All equipment is to be tested at one time every three years.

· Scope of work calls for replacement of missing parts, as in Primary disconnects part d. This is contradictory to part H. Should we assume any required replacement material needs to be approved by the contracting office. Yes.

· There is no description of test required for low voltage transformers(600V and less) and low voltage switchgear and breakers. Are required test under Primary Disconnects, Switchgear Equipment and Primary Breakers, and Transformers to be used for all equipment listed. Yes.

· If same test are required, for tripping of protective devices would only secondary injection be required. No.

· For the infrared inspection it says to include transfer switches, can you supply a quantity. Transfer switches are tested on another contract since the requirement is more stringent.

· Under period of performance, it is stated that 75% of low voltage work is outside normal hours. Does that mean any equipment over 600V will be done during normal hours. Or is 75% of all equipment to de tested off hours. Only infrared testing is done during normal hours.
