Department of Veterans Affairs, Network Contracting Office 2, is issuing this Notice of Intent to Sole Source to identify any potential sources that have the resources and capabilities to provide a comprehensive vehicle for.
SERVICES REQUIRED
The NJ VA HCS is requesting the Cosmed Quark CPET Metabolic Testing System to replace current equipment that is nearing the end of its lifecycle.
· Specifications Hardware
· Electrical Consumption: 100-240V ± 10%, 60 Hz
· Modular components that integrate with current medical carts
· Features
· Complies with American Thoracic Society 2019 updates.
· Complies with Fitness Registry and the Importance of Exercise National Database (FRIEND)
· Uses OMNIA user interface and workflow management.
· Touchscreen monitor
· USB, RS232, HR-TTL ports

INTERESTED & CAPABLE RESPONSES:
NCO 2 is seeking responses from businesses that are interested in this procurement and consider themselves to have the resources, rights, and capabilities necessary to provide these services. Please respond with your:
1. Business name, business type, socio-economic status (e.g., Veteran-Owned, Woman-Owned, Disadvantaged Small Business, 8(a), etc.), person of contact (including telephone number & email address), GSA Contract number if applicable, and DUNS number.
2. Capability statement must provide detailed and specific information that would demonstrate a capability to perform the tasks as stated in the attached Statement of Work. Failure to tailor capability statement to this specific requirement may result in your company being determined non-responsive.

This Special Notice of Intent to sole source is for planning purposes ONLY. The results of this notice will assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., small business set-aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses submitted as a result of this notice.
STATEMENT OF WORK
Cosmed Quark PFT Lung Function Laboratory
Background
· The NJ VA HCS is requesting the Cosmed Quark CPET Metabolic Testing System to replace current equipment that is nearing the end of its lifecycle. Prior equipment was previously purchased approximately 10 years ago and is no longer under warranty. By replacing the modular components of this system, we can ensure delivery of state-of-the-art cardiopulmonary function testing ability for our Veterans, and ensure that our equipment is highly reliable. As a national VA Center of Excellence – the VA’s Airborne Hazards and Burn Pits Center of Excellence (AHBPCE) at the New Jersey War Related Illness and Injury Study Center (WRIISC) must be able to ensure they are providing the best quality assessments.
· Over the past 10+ years, we have built two cardiopulmonary function testing suites (all equipment from COSMED) that is modular. This allows to replace/upgrade components as needed. We have worked with sterile processing services to ensure that disinfection/cleaning of COSMED-related equipment is appropriate and safe and we have also worked with VA OIT to procure COSMED’s integrated software that is approved for use within the VA IT environment. Therefore, the Cosmed Quark CPET Metabolic Testing System being requested is an extension of and integrates with our current/existing Cosmed cardiopulmonary equipment, supplies and disposable equipment.
