About this file
This document outlines an amendment to a solicitation for media recycling services for the Finger Lakes VA Medical Center. The amendment provides answers to questions from offerors, clarifying that pick-ups can be scheduled anytime during normal business hours Monday through Friday, and are to occur once per month. It also removes an internal responsibility of the VA from the statement of work. Subcontracting is permitted provided all terms and conditions are met. The solicitation seeks recycling of hard drive media and transport costs are priced separately on a per job basis. The Department of Veterans Affairs Veterans Health Administration VISN 2 is the issuing agency.

Solicitation # 36C24224Q0443, Attachment A, Amendment A0001
1. To clarify how response time is measured when you consider weekends and the listed holidays, should the pick-up requirement be specified as five (5) business days? In the Section B.2 Statement of Work (SOW) Scope and Specific Task 1 (page 4) both define the pick-up of designated waste to occur within five (5) days; however, the SOW, para. 6 Deliverables and Delivery Schedule, require the pick-ups to occur only doing normal business hours 8:00 am – 4:30 pm ET, Monday through Friday. If we win the contract, I want to make sure both the contractor and the customer are capturing the same metrics to assess program performance.
Answer: Pick-ups are made once a month and can be scheduled anytime between these designated times and days. Per the SOW this can occur only during normal business hours between 8:00 am – 4:30 pm ET, Monday through Friday.
2. What objective evidence will be provided to “ensure all hard drives being picked up are secure and ready for transport” as defined in Section B.2, para 6.D (page 6)?
Answer: This is an internal responsibility of the VA and will be removed from the SOW .
3. Are the units in Section B.3 Price/Cost Schedule (page 9 – 10) for all Item Numbers ending in “02” (0002, 1002, etc.) correct? It says “JB” but should it be “LB” for pounds?
Answer: The JB is listed correctly and is short for job. This line item is specifically for the cost of travel to pick up the media recyclables.
4. Subcontracting questions:
0. Is subcontracting permitted for this offer? Section C.7, para. (e)(1) (page 25) outlines the Terms and Conditions that must be flowed down to subcontractors; however, Section E.5 52.212-2 Evaluation para. (1) (page 38) seems to emphasize that the “Contractor” must be the entity with the appropriate certifications. I intend on using a subcontractor for part of the work that has the appropriate certifications.
Answer: Subcontracting is permitted. All other terms and conditions would need to be met.
0. Follow-up to question 4.a: If we have not awarded to a specific subcontractor before the submittal of the quote to you, should we include the credentials of any subcontractor we are considering?
Answer: This is a contractor business decision, see E.5 and respond accordingly.
