Please see below RFI’s submitted and VA responses for the Emergency Repair Underground Water Leak project 526-23-302:
RFI #1: According to scope of work, “If more than one pipe is broken the contractor will be required to fix it as well and the only additional payment will be for material costs.” Can you please advise why labor and any general conditions will not be included in any additional change work?
VA RESPONSE: For estimating purposes, the VA anticipates one (1) 8” broken pipe. The contractor is responsible for excavating the area to expose the broken section of pipe and making the repair/replacement of broken section as indicated in the solicitation SOW. The contractor will also verify that there are no additional breaks by performing a test of the pipe under normal operation for a minimum of 48 hours to ensure that there is no further evidence of underground water intrusion. Following VA inspection of the repaired pipe and completion of the initial break, IF the contractor encounters evidence of continual water leaking, the contractor will continue to excavate along the length of the pipe to verify the location of the additional break and notify the project COR immediately once detected. If there are additional sections of pipe broken and repairs needed, the VA will request a cost proposal and issue a modification to the original project. The contractor will be entitled to material, labor, and supervision. Timeframe for completion is 30 calendar days from award. This is a firm fixed price contract.
RFI #2: The solicitation appears to indicate to repair as many leaking pipes as necessary. This is not a specific scope equal to all bidders. We recommend/ request a defined scope to repair and a Mod be issued if there are unforeseen additional pipes leaking (ie include repair of one 8” pipe)
VA RESPONSE: Please see response to RFI #1 above.
RFI#3: Sam.gov does not indicate this is a sdvob set aside. Please confirm it is.
VA RESPONSE: This solicitation is an SDVOSB set-aside. The solicitation has been updated to reflect this.
