About this file
This amendment provides responses to questions from offerors on solicitation number 36C24223Q1136_1 issued by the Department of Veterans Affairs for on-site surgical instrument repair services. The solicitation requires bi-monthly on-site visits to service 6-8 instrument trays and 10-15 loose instruments over a one-year base period at the VANJHCS East Orange VAMC located in New Jersey. The amendment clarifies that repairs are for basic stainless steel trays and instruments, with replacements limited to top 100 basic items kept in the contractor's vehicle. Specialty equipment such as power devices and endoscopes are excluded. Off-site repairs require approval and would be separately priced. No backlog is anticipated at award.

VANJHCS East Orange VAMC 385 Tremont Avenue East Orange, NJ 07018 - On-Site Surgical Instrument Repair Services – RESPONSE TO QUESTIONS ASKED
SOLICITATION NO. 36C24223Q1136_1 | VANJHCS EO VAMC Instrument Sharpening and Repair Services RFQ Questions & Answers
1. On page 6 in the SOW (under the Objectives section), it states that the repair service schedule is set at "bi-weekly". However, the price/cost schedule on page 9, states that the repair service frequency of service visits is for twice monthly (bi-monthly). Which service schedule (bi-weekly or bi-monthly) are we supposed to go with? If this an error on the price/cost schedule, will you make the correction and send out an amended schedule?
• The price/cost schedule specifies 24 days = 2 onsite visits x 12 months. Answer: Bi-monthly
2. A) Is there an equipment inventory listing of all the instruments that are being serviced under this contract?
• No there are no specific inventory listings this is for all the hospital and clinic RMD, mostly stainless-steel trays.
B) Can you clarify what types of instruments and what volume of replacement instruments that you are anticipating will be included in this contract? Referring to page 6 under Scope of Work "The Contractor shall replace basic instrumentation that cannot be repaired"
• We are looking for a service that provides the top basic surgical instruments on their truck and can do on the spot replacements with basic things like scissor and clamps, we would like the top 100 instruments.
3. Does this solicitation include repairs to power equipment, cameras, endoscopes (flexible and rigid), and other medical devices? If not, then will there be a requirement to have the ability to service these specialty items?
• No power equipment and endoscopes are sent out through Bio med HTM.
4. How many trays are expected to be serviced during one, on-site service visit? How many trays, would you estimate, need to be repaired during each onsite visit?
• We are expecting 6-8 trays depending on the size and one clinic loose set of instruments about 10-15 to be done in the onsite visit. The company doing per diem now is doing 6-8 trays per visit and the clinic instruments in 7-8 hour.
5. Are there a backlog of instruments from surgical trays or instruments from the repair bin that will need to be caught up and completed at the onset of this award?
• No, we will keep going from where we are. The current company keeps track of the inventory the service and plans for the next visit based on the needs of the facility and the rotation /use of the RMD.
6. Although this solicitation is for a one-year, firm fixed costs contract, will there be a clause for option years to be included for this contractual obligation?
• Not at this time.
7. Are offsite repairs to be included in our daily onsite bid price or would offsite repairs be billed separately from this contract award? Same for replacement instruments?
• No, off-site repairs are not included in daily on-site bid price. FROW SOW: “If an instrument has extensive damage and cannot be repaired on-site, the contracting officer or designee must approve off-site repairs which may require a second level approval from a clinical manager or supervisor. If approved, the Contractor will provide within 3 business days a description of the defect, repair options, cost, and estimated time repair will be completed. Contracting officer or designee will determine whether to pursue off-site repair option or return instrument without repair.”
• We are not looking now for off-site repair service.
