CONTINUATION PAGE

1. Can the government please provide an anticipated length for the survey instrument?

· Answer: Approximately 100 multiple choice questions (with some simple branching logic). Estimated self- administered time to complete: 20 minutes on average

2. Does the government anticipate providing incentives for survey respondents? If yes, is there a preferred incentive amount?

· Answer: No.

3. Can the government please clarify the anticipated period of performance for the base period because page 1 of the solicitation lists 4/3/23 – 9/30/23 while page 16 lists 4/1/23 – 9/30/23?

· Answer: Thank you for bringing this to our attention. This is a typographical error. The period of performance 4/3/23 – 9/30/23 as 4/1/2023, is a Saturday.

4. Is there an estimated survey length and/or a draft of the survey instrument that can be shared? This is needed to understand respondent burden and the amount of sample and incentives that will be required to achieve the required number of completes.

· Answer: Survey cannot be shared ahead of time but see answer to Question 1 above.

5. Will OMB or IRB approval be required for this work?

· Answer: No.

6. If so, have these approvals already been secured? If they are required and have not yet been secured, these approvals will have an impact on the timeline (for example, deployment of the survey within 70 days of the start of the period of performance).

· Answer: NA

7. Does the VA have a minimum number of pilot interviews that should be completed for the “pilot-tested survey” in Task 2?

· Answer: No, the purpose of pilot-testing is quality control prior to full-scale deployment of the survey

8. This request for proposal specifically states that the winner of the bid must comply with VA information security policies/requirements to include FISMA and additional handbook callouts. However, the VA is specifically requesting a panel solution where the provider provides an existing panel without the VA providing U.S. citizen data. What data will the VA be providing to the winning bidder that will make this contractor provided solution a system of records?

· Answer: Bidder will be provided zero data from VA; however, any data – in this case a limited analytic file, must be transferred/maintained in compliance with VA policy. Any language related to FISMA and other policies or handbooks is templated language included in VA contracts.

9. Does VA expect VA personnel to operate this system?

· Answer: Not clear what this question asks.

10. For a panel solution with expected N:400, will the VA cover costs to comply with the FISMA/SOR requirements as part of the Firm Fixed Price award?

· Answer: No, Firm Fixed Price.

11. We’d also like to request a 1-week extension assuming these questions will require time to answer on the part of VA.

· Answer: No.
