Statement of Work

Project:NYS Fees Associated with Site characterization, Investigation, and Analysis at Castle Point
Location:Castle Point Campus / VA Hudson Valley Health Care System

Background:

The New York Department of Environmental Conservation (NYDEC) has identified the Castle Point Veterans Affairs Hudson Valley Health Care System campus (VA) as a potentially hazardous waste disposal site due to the emergence of polyfluoroalkyl substances (PFAS). The most common contributing factor to PFAS and any other contaminants found at the VA is due to the on-site inactive landfills used decades ago to dispose of waste generated by the hospital. The PFAS contaminant is emerging in VA drinking water which is supplied from underground wells. Though the PFAS levels are within the Environmental Protection Agency’s (EPA) maximum containment level (MCL), it does not meet the more stringent MCL as set by the State of New York for drinking water. As a result, the State is requiring an additional environmental inspection to determine the source of the PFAS entering the underground aquifers. Both the NYDEC and VA have a Memorandum of Understanding (MOU) with the primary goal of characterizing the contamination at the site, identifying the source, and implementing any necessary remedial measure and associated site management. Per the MOU, an environmental investigative study with a site-specific work plan will be developed and executed by VA to determine the source of PFAS and will supplement the previous 2014 Site Inspection and 2016 Supplemental Site Inspection. NYDEC will participate in reviewing the site-specific work plan by providing comments and recommendations to develop a final approved work plan to be executed by the VA. NYDEC will also review the findings of the work plan and previous inspections to properly assess the condition of the site and make professional recommendations for future monitoring and containment as / if required. As a result of the inspection, the VA will be further evaluated by NYDEC for potential inclusion in the Registry of Inactive Hazardous Waste Disposal Sites in New York State. The State requires any business / institution reimburse the State for any expenses incurred relating to the final site characterization of a potentially hazardous waste site.

Statement of Work:

Provide professional engineering and environmental services to the VA in accordance with the MOU dated August 4th, 2022. This includes but is not limited to reviewing the VA environmental study work plan for approval prior to execution and analyzing the results to determine the source of the PFAS contaminants. In addition, provide recommendations for any monitoring and remedial measures that may be required. Provide a final site characterization whether the VA is to be included in the Registry of Inactive Hazardous Waste Disposal Sites in New York State.

Period of Performance:

03/01/2023 – 02/29/2024 Attachment: MOU dated August 4th, 2022
