SOLICITATION NO. 36C24223B0028
PROJECT NO. 561-23-700 - ROOFING REPLACEMENT, BUILDING 1, 13TH FLOOR
Question 1. Once our list of employees is reviewed for access, will the badges granted be good for the duration of the job?
Answer 1. Contractor’s flash badge is valid for 180 days and may be renewed if applicable.
The process to get the flash badge may take up to 30 days.
Question 2. Is the area beneath the roof section volatile/clean air only?
Answer 2. The floor below is an occupied hospital service space during medical center hours, any damages caused by contractor need to be corrected from below by contractor. Any roof openings and equipment on the roof shall be protected from debris and damages.
Question 3. Work hours are stated 6am-2pm. Does this include Saturdays and Sundays?
Also, Will these be the hours for loading materials on the job?
Answer 3. Solicitation does not state 6am- 2pm. Work should be performed after hours from
5pm-5am, and Saturday and Sunday normal business hours. Loading material on staging area only is allowed during weekdays if approved by VA, but not loading on the roof. If crane is to be used, it is only allowed after business hours and on the weekends.
Question 4. Are we able to situate a trash shoot to the lower roof section? If so, do we assume blanket responsibility for any defects? (That section will need to be thoroughly inspected beforehand, and any existing damage documented)
Answer 4. Trash shoots are not allowed.
Question 5. Are we able to close off the small section next to that lower roof for dump truck loading, or is it just limited to the designated areas specified in the prints?
Answer 5. Staging area will be provided for the dumpster and crane. Any removal of debris and materials using the freight elevators shall be conducted through the loading dock. If dump truck is used during crane operations, location shall be coordinated with crane placement, as per approved crane plan.
Question 6. Can we use one of the elevators to load material and unload garbage? If so, will the hours of operation pertaining to that be different from the normal operating hours? Would we have to request the elevator each day, or will they be assigned for the duration of the project?
Answer 6. See answer to questions 3 and 5. There are 2 freight elevators that are in use during the day and will be shared with the hospital facilities. Elevators and contractor’s path to and from site shall be protected from damage and cleaned after use.

Question 7. Is there was an ACM report available for this project?
Answer 7. The roof has been tested and the core samples were reported by the lab as being either “None Detected” or less than 1% asbestos. The report can be provided. Per NJDEP regulations the roofing material removal of less than 1% asbestos can be handled by a roofing contractor without the need to engage in asbestos abatement activities.
Question 8. Is the VA going to allow a place on-site for a crane to be used for this SOW?
Answer 8. Yes. The staging area for the crane will be provided and coordinated with VA.
Question 9. Would contractor be able to bring materials up and down through the building, or is everything going to have to be delivered via crane?
Answer 9. It depends on contractor’s means and methods. Freight elevators and crane can be used, crane is the preferred method. All areas and path used by contractor’s employees inside hospital need to be protected from damage and cleaned after use.
Question 10. Who is responsible for removing the equipment that is currently on the roof?
Answer 10. Per contract drawings, the old exhaust fan and connections that are located close to the penthouse wall is to be removed from site and capped by contractor.
All the other equipment will remain, and it is contractor’s responsibility to remove and reinstall per original condition if needed. Contractor to temporary support all conduits where necessary.
