Solicitation #36C24221R0014 Amendment A0003 RFI Responses

The following RFIs were submitted and restated verbatim below:

Q: Door no. D2 and D3 are designated to be frame type A but are indicated to be head and jamb type H2/J2. This conflicts with the details as frame type A receives a 2” head and H2/J2 depict a 4” head. Can you please clarify which size head is to be used on doors D2 and D3?

VA Response: This question pertains to Drawing A-601. Door no. D2 and D3 should be considered to have Frame Type B and not Frame Type A.

Q: On Page 14 of 85 of the solicitation in Exhibit A Technical and Past Performance, it states: an overall technical proposal page limit of 100 pages in total. Please confirm that if the Contractor includes a binder cover, cover letter, table of contents, figures and tables list, acronym list, and page dividers in its technical proposal, that these items will not count against the 100-page limit.

VA Response: It is confirmed that the binder cover, cover letter, table of contents, figures and tables list, acronym list and page dividers shall not be counted against the 100-page limit. Additionally, if the contractor is generating the material, then it counts toward the limit. If it comes from a previous customer, then it doesn’t count.

Q: Please confirm that developed drawings (by A/E or Contractor) of any kind or level for lift plans, and developed specifications (by A/E or Contractor) for lift plans are not required to be submitted with the Contractors technical proposal?

VA Response: Fully developed lift plans or specifications, specific to this project are not required to be submitted. If there are previously completed lift plans that the contractor has completed for another project, the contractor should submit these plans as a separate attachment. This solicitation response will not be counted against the 100 page limit

Q: Please confirm that the Contractor can provide written narratives detailing lift plan techniques or best industry practices to manage any critical lifts that will be performed is acceptable.

VA Response: The contractor is required to provide a written narrative detailing lift plan techniques or best industry practices to manage any critical lifts that will be performed on this project. As this narrative is being developed by the contractor for this project, this narrative is counted towards the 100-page limit.

Q: Please confirm that an example shoring plan previously approved by the Government/Client and used on a previously completed project can be submitted to meet this requirement.

VA Response: Yes, an example shoring plan that has been previously approved or used by the contractor can be submitted to meet this requirement.

Q: If an example shoring plan previously approved by the Government/Client and used on a previously completed project can be submitted to meet this requirement, please confirm that this shoring plan document will not count against the technical proposal 100 page limit, the shoring plan can be 20 plus pages in length.

VA Response: Any shoring plans that were previously developed and used by the contractor on another project and are being provided as an example for this solicitation will not be counted against the 100-page limit. The written narrative specifically produced by the contractor detailing techniques and best industry practices for this project will be counted against the 100-page limit.

If there are previously completed lift plans that the contractor has completed for another project, the contractor should submit these plans. Any documentation that was previously generated for another project that is being provided in this solicitation response will not be counted against the 100 page limit.

Q: On Page 14 of 85 of the solicitation in Exhibit A Technical and Past Performance, it states: an overall technical proposal page limit of 100 pages in total. On page 16 of 85 of the solicitation, it lists attachments to your exhibit A as organizational chart, resumes, schedule, sample quality control plan outline, and sample safety plan outline. Please confirm that these attachments don’t count toward the overall technical proposal page limit of 100 pages.

VA Response: The organizational chart, resumes and schedule should be developed by the contractor specifically for this project and will count against the 100-page limit. Both the sample quality control plan outline and a sample safety plan outline can be provided from previous projects to exhibit technical competency and will not be counted towards the page limit of 100 pages.

Q: On Page 19 of 85 of the solicitation, Subfactor 4: Questionnaire Requirements says to prepare and send Exhibit C Past Performance Questionnaire. The information included in Exhibit C Past Performance Questionnaire matches Subfactor 1 Relevant Project information, and there are no questions for our clients to complete. Will the Government please provide an updated Past Performance Questionnaire? The attached is an example Past Performance Questionnaire we typically receive from the Department of Veterans Affairs Network Contracting Office (NCO) 2.

VA Response: Please see the revised performance questionnaire for Exhibit C attached to this amendment.

Will the Government please provide an updated Past Performance Questionnaire? The attached is an example Past Performance Questionnaire we typically receive from the Department of Veterans Affairs Network Contracting Office (NCO) 2 VA Response: Please see the revised performance questionnaire for Exhibit C (R1) attached to this amendment.

Q: Please confirm times new roman font is acceptable.

VA Response: No. Arial is the standard.

Q: Please confirm 10-point font for tables and figures is acceptable.

VA Response: No. 12-point font is the standard.

Q: Drawing EP601 keyed note #1 – Please identify and describe how any existing relays are to be utilized with new switchgear.

VA Response:

Q: Please describe the existing PMCS and communication protocol.

VA Response: The current PMCS (also referred to as EPMS) for the Buffalo VA is only operating at a level local to the switchgear impacted in this project, with communications/monitoring as described on E801 '6 ELECTRIC POWER MANAGEMENT SYSTEM MONITORING GROUP SCHEDULE'. The existing breaker control utilizes SEL based relaying and communications protocols and there is currently no communications available from the current equipment to any other VA systems.

Q: Can a metering topography be provided that shows metering and communication points?

VA Response: See attached reference drawings for the EPMS.

Q: Is there a specification for the battery system shown for the 5kV switchgear?

VA Response: See updated specification 26 13 13, attached to this RFI.

Q: Medium-Voltage Circuit Breaker Switchgear specification 26 13 13, section 2.8, indicates control power transformers. Section 2.10 indicates that Battery System is not used. Contract Drawing EP121 indicates a battery system and battery charger in the Switchgear E-House. Please advise if the intent of the design is to use the Battery System and Charger for control power and that control power transformers will not be required.

VA Response: The switchgear will require a control power transformer for local building power (see EP601) and a battery system for switchgear control power. See updated specification 26 13 13, attached to this RFI response.

Q: Why is there a Specification Section 26 24 13 for Distribution Switchboards? The ones-lines indicate that Substations A, B, C, D, G and H are to be LV Draw-out Switchgear design. Is this specification to be used for Temporary Substations A/B and C/D?

VA Response: This specification was included to cover any required modifications to the existing emergency switchboard in room 44B-1 associated with the work to reconfigure the existing emergency power feeders. At a minimum, the contractor shall inspect the equipment both before and after completion of work, note any deficiencies and bring them to the attention of the VA COR, and clean out the enclosure prior to re-energization.

Q: Contract Drawing EP601, Note 4, indicates that the Contractor shall provide a Utility Metering System in accordance with specification 251010 for the Medium and Low Voltage equipment installed as a part of the project. It is our understanding that the primary power meters on the Medium and Low Voltage equipment need to be integrated into the Department of Veterans Affairs National Schneider Electric EEM Monitoring System. Please advise. The note also indicates that, “in addition, the system in Building 9 shall include any additional features necessary to match the functionality of the existing EPMS system installed in Building 9 and Building 9A. The new metering system shall be interconnected to the existing EPMS system. Please advise the manufacturer of the existing EPMS system and any other details related to the system.

VA Response: The primary power meters that are currently installed (but not connected) need to be replaced with equipment compatible with the main 23KV gear. Communications (ethernet) from these meters to the VA Building Management System is required by the contractor.

The current EPMS for the Buffalo VA is only operating at a level local to the switchgear impacted in this project, with communications/monitoring as described on E801 '6 ELECTRIC POWER MANAGEMENT SYSTEM MONITORING GROUP SCHEDULE' and no communications to any additional points. The intent of this note is for the contractor to provide and install an upgraded EPMS (to be approved by the COR) that will meet the current monitoring ability and install communications of this system into the Buffalo VA Building Management System.

Q: Contract Drawing E-502 shows a Customer UL508A Substation Breaker Status Display Panel. We recommend providing an HMI (Human Machine Interface) Display in an enclosure that would display what is shown on contract drawing E-502. Would this be an acceptable solution?

VA Response: The VA finds it acceptable to provide an HMI, but would still like to have local light indicators to show breaker status.

Contracting Officer Changes:

The solicitation contains the Provision FAR 52.225-10. This Provision shall be deleted and shall be replaced by FAR 52.225-12. The Clause FAR 52.225-11 shall be added to the solicitation. Both are attached to this amendment.

The deadline to submit proposals has been extended from Monday, June 7, 2021 @ 11AM Eastern Time to Thursday, June 10, 2021 @ 11AM Eastern Time.
