1. If this is an existing requirement, can you provide the name of the incumbent, their contract number, period of performance and dollar amount? New requirement.

Page 8 pf the SF 1449 form says "The Contractor shall verify, and document, that all employees who provide patient care [emphasis added] services at JJP VA Medical Center have the following before they provide any service related to this contract: • Health examinations including annual TB skin test result. • Hepatitis B vaccine series, or are immune as a result of acquired infection, or have been offered and refused the vaccinations. • A negative PPD within the last year, or if a known reactor, a negative chest X-Ray within the past year. • Received training in Universal Precautions and Blood Borne Pathogens, Hazardous Material Management and Life Safety Management (fire preparedness)." This Engineering Consultant is not responsible for patient care; therefore, does the Engineer need to meet these requirements to be able to work on site at the medical center? Please advise. No

1. Page 10 of the SF 1449 form says the period of performance begins on September 1, 2021; however, on SAM DOT GOV, the sentence appears: "James J. Peters VA Medical Center has a need for Engineering Consultants services beginning August 23, 2021." Does this mean the contract award date is August 23 but the first date of work for the consultant is September 1? The period of performance begins on September 1, 2021 or earlier.

1. Page 30 of the SF 1449 states "3. Must Submit (1) redacted and (1) un-redacted file for technical capability (Factor I & Past Performance (Factor II) a detailed description of the work performed." What data points are to be redacted from the file? Any information that identifies the offeror/Vendor.

1. Page 30 of 57 states that offerors may provide "Evidence of past performance (limited to 3 examples)." In contrast, page 39 states "The offer shall provide a at least 3 Past Performance references within the past three years." Should offerors provide 3 past performance references no matter what, or a range of 1 to 3 references? 3 references

1. Does the Engineering Consultant require full PIV adjudication for security purposes to enable him or her to access VA computer networks or systems, or not? Are temporary visitor badges with escorts possible, if the Consultant does not require access to VA networks or computers? PIV cards for contractors.

Each of the required reports/deliverables uses a different timeline, with the master study/report requiring all 180 calendar days to complete; therefore, is it the VA's intention that the solo Engineering Consultant will utilize the 180 calendar days to execute all the required reports and deliverables in parallel, rather than sequentially?
