About this file
This document contains an amendment to a solicitation for communication and outreach services. The Department of Veterans Affairs seeks a contractor to provide communications specialists, web support specialists, and related services including communications auditing and development, printed materials creation, outreach analysis, and website maintenance and content development. The period of performance is one base year with an option year. Pricing is by labor hour for communications and web support specialists. The contractor must also develop metrics and evaluation criteria and conduct evaluations of communication materials and outreach. The solicitation response deadline has passed and this amendment provides responses to vendor questions to clarify requirements.

A.1 RESPONSE TO VENDOR QUESTIONS:
Question
Answer
1. The PWS lists "objectives" but includes no deliverables. Question: Does the government have anticipated quantities and a schedule for contracted products/services?
The last sentence in 2.0 Objectives states "…...the following deliverables presented in order of priority:"
2. The instructions state: "Submit offeror project management plan and approach to include website support, printed materials, communications and outreach analysis and support. The plan should also provide examples of previously developed content." Questions: Is there a page limit for the technical volume? Are the "project management plan and approach" the same thing or separate requirements? Do resumes and past experience count toward the page limit for the technical section? Will a work samples appendix meet the requirement to, "provide examples of previously developed content" and if so, will it count against technical page count?
No page limit was stated. Please see E.1 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS (JUN 2020), (g) Contract Award
3. The instructions state: "A firm-fixed price contract will be awarded to the responsible offeror that offers the lowest price, technically acceptable offer in response to this Request for Quotes. Each quote must contain all the information required by the RFQ. A responsibility determination will be made in accordance with FAR 9.1, Responsible Prospective Contractors." Question: Page 6 B.3 Price/Cost schedule lists the unit as HR. Is this a firm fixed contract (deliverable based) or time and materials (labor rate based)?
Refer to the B.3 Price Schedule for details
4. The instructions state: "Provide offeror staffing plan involving communications specialists and web support specialists to include resumes of assigned personnel." Questions: Can you please clarify which positions are considered key and require a resume? Should the staffing plan and resumes be provided as part of the Technical Volume, or submitted separately? If the latter, is there a page limit for resumes? Can the government confirm a staffing plan is required? If so, what information is the government seeking, and is there a page limit?
Refer to the B.2 Statement of Work and B.3 Price Schedule
5. The instructions state: "Offeror must demonstrate experience providing communications auditing and development, printed materials, outreach analysis and support services by identifying three (3) references for whom contracts of similar scope, size and complexity are either ongoing or were completed within the past three years." Questions: Is there a page limit to each past performance?
No page limit was stated.
6. The instructions state: "Include the following information: Company name and address; Name, telephone number and e-mail address of Company POC; Dates of contract performance, aggregate award amount, and Contract number." Question: Does the government want a narrative to describe the past performance to accompany the listed requirements?
Yes, to reflect similarity to this procurement.
7. The instructions state: "Provide offeror staffing plan involving communications specialists and web support specialists to include resumes of assigned personnel." Question: The B.3 Price Schedule only denotes 2 roles “Communications Specialist” and “Social Media Specialist”. Question: As the PWS describes tasks and support inclusive of communications, web, evaluation, graphic design, etc., was it the government’s intent to only define these 2 labor categories for pricing and key personnel?
The B.3 Price Schedule has been modified and included herewith.
Key personnel should include communications and web support specialists in order to provide the requested support for communications, web, evaluation, graphic design, etc.
8. The PWS states: "Review existing data from WRIISC and PDHS on Veteran preferences, opinions, and input from previous research and other means such as feedback from informal Veteran listening sessions and engagement activities." Question: Does the government expect the offeror to conduct any "informal listening sessions and engagement activities" or other research/information gathering activities in addition to outputs from previous research and feedback?
Offeror is not expected to conduct informal listening sessions or engagement activities. Offeror will review provided information and is expected to complete an audit and create requested products.
9. The PWS states: "Identify proposed products to be created that may include brochures, posters, fact sheets, audio or video, reports, presentation materials, exhibits, etc." Questions: Approximately how many written communications products of the types listed may be required? How many products does the government anticipate may be required? Can the government indicate estimated/desired length and or purpose for video products? Will live-action professional video production be required?
Quantities are to be determined. Video products will be used for educational and outreach purposes. Live-action professional video production is not required.
10. The PWS states: "Help maintain current WRIISC website content, develop AHBPCE-specific web pages or other standalone web content in versions compatible with both computer and mobile view." Questions: What platform/content management system hosts the websites to be developed, updated, and maintained (TeamSite, WordPress, other platform)? How many sites or pages require updates or maintenance under this scope of work? How many sites or pages require moderate to significant updates (e.g., above and beyond basic text/content edits)? Are sites included in scope internal to VA, external public facing, or both? Does the government anticipate the need for technical web development support beyond key personnel listed (e.g., HTML coding of dynamic web features, embedding video or other interactive content, etc.)?
Currently using TeamSite. Sites requiring updates or maintenance will include one main NJ WRIISC site that links to multiple other detailed sites for various departments and projects. Total number of pages to be determined and will include both VA internal sites and external public facing. Technical web development support beyond listed key personnel is not expected.
11. The PWS states: "Recommend creative web-based programs (e.g. blogs, video casts, other multimedia and social media tools) to promote program initiatives." Questions: Does the government require the offeror to plan, develop, or facilitate any web-based programs, video cast events, etc.? If so, how many such activities are required?
Offeror is expected to plan/develop/facilitate. Quantity to be determined.
12. The PWS states: "Develop metrics and evaluation criteria for communication materials, educational content, and research publications to monitor and ensure that efforts are effective in improving Veteran and provider education and increasing uptake of content via outreach. " Question: Does the government expect the offeror to conduct evaluations based on criteria developed? Would such evaluations require use of qualitative or quantitative methodologies or both?
Offeror is expected to conduct evaluations using both qualitative and quantitative methodologies.
13. The PWS states: "Assemble and prepare outreach materials for distribution and conduct small mailings." Question: Can the government provide quantities for number and/or volume of mailings required?
Quantity of mailings is estimated at 5,000
14. Question: Would the government consider including an optional CLIN for Other Direct Costs related to deliverables such as video production, direct mail activities, etc.?
Yes
15. Question: In the event that responses to questions are not shared by 7/30/20201, will the government consider granting at least a 1-week extension from the date answers are posted?
No extension will be considered.
