About this file
This special notice announces the Department of Veterans Affairs' intent to award a sole source contract. The VA's Veterans Integrated Service Network 2 plans to contract with Insight Health Corp. for rental of an MRI trailer. The trailer will provide MRI services to patients at the VA New York Harbor Healthcare System's Brooklyn campus from July 16, 2021 through December 31, 2021. This follows a previous one-year contract with Insight Health Corp. for MRI trailer services. The trailer is needed while a new Brooklyn MRI suite is built, as the previous 23-year-old on-site MRI is non-functional due to equipment failures. The incumbent contractor's trailer is integrated with the medical center's infrastructure. Responses to the notice were due by June 16, 2021, with any inquiries to be directed to the point of contact via email only.

NOTICE OF INTENT TO AWARD SOLE SOURCE:
The Department of Veterans Affairs, VISN 2, intends to award a sole source award contract to Insight Health Corp., 26250 Enterprise Ct Ste 100, Lake Forest, CA 92630 for a rental MRI trailer effective July 16, 2021, for VA New York Harbor Healthcare System (Brooklyn Campus), which is a follow on to a previous one-year contract for same services.
The former VA Brooklyn MRI is closed due to a malfunctioning cold head compressor, chiller and other components. Brooklyn MRI was twenty-three years old and was no longer being supported by a service contract due to it being “end of life”. The VA Brooklyn Campus is requesting a firm-fixed price procurement effective July 16, 2021 through December 31, 2021, of an MRI trailer rental so that its patients can maintain access to these services while the new Brooklyn MRI suite is built without them having to go to other campuses for MRI service. Current MRI trailer services are provided by Insight Health Corp. The installation of this unit at the medical center required extensive utility and walk-way connectivity to the main hospital building. The current unit is “built-into” the side of the hospital ground floor and runs off the hospital’s infrastructure. Removal of the unit will require a decommissioning process as well as construction to restore the integrity of the medical center’s exterior/interior and utility tie-ins. Decommissioning, demolition, commissioning of a new unit and new construction will require the Government to incur an additional expense for this service as well as additional time for the service.
NAICS: 621512; Size Standard: $15 million.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements. Responses received will be reviewed; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. Responses are due by June 16, 2021, at 2 PM EDT. Responses shall be submitted via email to marshand.boone@va.gov. Telephone requests or inquiries will not be accepted.
