Q&As:
1. The end of sale for the Cisco Catalyst switches end of sale date is OCT 31st we reached out to ask for the direct replacement of that model and wondering if that will work? Yes as long as it is a direct replacement.
1. I reached out last week to get confirmation on all the doors needing Mag locks etc but there is nothing in the drawings stating that This is just for cameras and their associated hardware/software.
1. Page 2 requests Axis Camera model M3046V which is discontinued. Can we substitute the replacement which is model # M3066V? Yes as long as it is a direct replacement.
1. Page 1 cites that "Upon completion of installation, all programming will be required to 100% integrate the cameras into the current Lenel/Prism system" The Prism software is obsolete and is no longer supported nor purchasable through Lenel. Please advise how the VA intends to proceed with adding these cameras into the current VMS. This can be updated to Lenel/Milestone as we are in the process of upgrading our current system thru amendment of our current security maintenance contract.
1. Page 2, Section 6 cites "Upon completion of this project, it is expected that all cameras and any electronic access control shall be 100% operational upon completion of the contract. It is also required that all installed devices must be fully integrated with the current Lenel/Onguard system". Can you confirm that this project is for Video Surveillance only and not access control? This can be updated to Lenel/Milestone.
1. Please confirm that the new cameras are going to be replacing existing camera locations. Yes some will be in the same locations, some will be in relocated positions and there are also new cameras as part of this project.
1. Please confirm all analog coaxial cables home run location. If the cameras are being replaced then they are analog and will need the camera and cabling replaced. The cabling for the new digital cameras is noted in the drawings based on the location in each building.
1. Please confirm VA IT staff will be taking switches we are providing and connecting to their network and also provide IP addresses for new cameras? Will IT Staff provide appropriate connectivity between buildings? Our security system is a stand alone system that IT does not have access to and all IP’s are assigned by our system maintenance contractor that manages our system (M3T) Connectivity between the current switches in the respective buildings can be accomplished by pairing to the current security switch as this project exceeds the capacity of our current switches.
1. Please confirm that this RFI is only for video surveillance upgrade and no Access Control or Intrusion? It is just cameras and their associated hardware/software.
1. For the question “We would like to install the structured cabling prior to removing the analog cabling and devices on a floor-by-floor basis, keeping disruption to security to a minimum”. Is there sufficient room in the current cable routing and chase locations to accommodate the cat6 cabling needed for the new installation? The majority of the current analog cameras are out of service and do not need to stay online during the project. Doing this will save time and will minimize the time the contractor only needs to go into the ceiling space. There is cable tray with ample space for new cabling to be run.
1. In the event of non-availability and compliance, will you accept equipment substitutions? Yes bust they be submitted for approval before they can move forward.
1. In the SOW under section 4 Scope states: “This Contract will cover equipment, materials, installation, software, licenses, onsite training for dispatchers and Police Services and any other items needed to complete the installation”. Since you will continue using the OnGuard system your personnel are currently using, what training will be needed? We are in process of upgrading Lenel/Milestone. This is a turnkey contract and must be treated as such. Training will ensure dispatch staff are trained on the cameras that will be upgrade/added is this contract.
1. The SOW states “this installation must provide any and all required software and IP addresses to operate the (76) cameras on our current Lenel/On Guard system”. Do you have a predetermined subnet that we should assign ip addresses from? Our security system is a standalone system that IT does not have access to and all IP’s are assigned by our system maintenance contractor that manages our system (M3T)
1. In the SOW under section Contractor Requirements, it states “You are requesting that the Contractor, all technicians, or sub-contractors possess certifications by Lenel to install, service, maintain, and support the Bath VAMC Lenel/Guard Security System”. I will have a Lenel Tech for the Onguard system, a Cisco tech for the switches and myself for the Axis cameras as well as installers for the structured Cat6 cabling. Since this is an install without service, will my team suffice for your needs? “We are not requesting” We are requiring that all technicians, or sub-contractors possess certifications by Lenel to install, program, and support the Bath VAMC Lenel/Milestone Security System during this project.
