This amendment incorporates all amendments associated with solicitation 36C24220Q0930 into this solicitation.

All other terms and conditions remain the same.

Michael Spivack Contracting Officer This amendment (0001) answers contractor questions posed on the August 20-21 walkthroughs for the NYH Grounds Maintenance solicitation.

1. For St. Albans Community Living Center can grounds maintenance occur during regular business hours? What about the other facilities?

A. For St Albans - Yes, they can.

For Manhattan – Yes they can For Brooklyn – work is to be done outside of regular business hours

2. Does Manhattan VAMC want the litter patrol requirement to be done twice weekly as stated in the PWS or only once a week?

A. Litter patrol shall be done once a week and the PWS shall be modified to make this change. It can be done at the same time the contractor mows the grass.

3. Does the VA only want 8 visits for leaf cleaning during the months of October and November, or would the facilities want more visits?

A. The facilities are requesting that the PWS be amended to add an additional number of unscheduled visits each period of performance on top of the current 8 visits. The number of unscheduled visits requested by each facility is listed below. The actual dates of these visits shall be coordinated with COR during the months of September and December based on leaf fall patterns.

St Albans – four unscheduled visits Manhattan – two unscheduled visits Manhattan – three unscheduled visits

4. Currently the PWS states that hedge trimming services are done once in the spring, to maintain the hedges properly trimming should be done twice a year, once in the spring and once in the fall. Can that be added to the PWS?

A. Yes, the hedge trimming requirement listed in section B.3.3.3 B) shall be changed from once in the spring to twice a year once in the spring and once in the fall for all facilities.

5. Can you confirm the snow removal equipment to be provided at each of the locations?

A. Brooklyn : 6 individuals to clear (using shovels and snowblowers) and salt pedestrian areas 2 front end loaders 2 skid steers 2 dump trucks with salting equipment and plow

ST Albans: 6 individuals to clear (using shovels and snowblowers) and salt pedestrian areas 2 front end loaders 6 skid steers 2 dump trucks with salting equipment and plow

Manhattan:8 individuals to clear (using shovels and snowblowers and salt pedestrian areas
1 ½ ton truck with salting equipment and plow

6. How much salt does the contractor need to provide during a season at each location? 10 tons is not sufficient.

A. The contractor shall maintain a minimum of 10 tons of salt at the Brooklyn and St Albans locations and 5 tons of salt at the Manhattan location at any given time. The salt shall be properly stored at each of the locations by the contractor over the summer months.

7. What amount of Calcium Chloride is the contractor required to provide over a season for each of the facilities?

A. For Brooklyn VAMC and St Albans- 30,000lbs For Manhattan – 15,000lbs

8. Does the VA want to indicate a maximum age for snow removal equipment being used?

A. Equipment to be used at the facilities shall be no more than 7 years old.

9. Can you confirm the expected standard for snow removal services at the three facilities?

A. The standard is blacktop clean with a 0% tolerance for all three locations. That means no snow or ice shall remain on all curbs, vehicle and pedestrian hardtop areas.

10. Are contractors expected to hand shovel between parked cars?

A. Yes, for handicapped parking spots only. For all other areas the expectation is that the contractor shall plow around parked cars and then plow the area in question after the vehicles leave.

11. Can the facilities provide site maps indicating what areas are covered under snow removal services?

A. Attached to this amendment are the site maps received.

12. Are Class B licenses required to be provided for all vehicle operators?

A. No, just provide licenses for individuals operating vehicles requiring the license.

13. Will there be an area at one of the sites for the storage of equipment, a truck, and work trailer?

A. There will be space made available at the Brooklyn VAMC and St Albans for the equipment listed.

There will not be space made available at the Manhattan VAMC for the equipment listed.

14. Does the following statement mean that the contractor will have to work after 4:30pm weekdays or weekends? – “All work shall be performed outside regular business hours, which shall defined as hours of 8:00 AM to 4:30pm, Monday thru Friday excluding Federal Holidays” A. See response to question 1.

15. Since the Snow removal services are to invoiced as Month instead of job, will the contractor be able to invoice each month no matter if the work is required? The thought is that 1 month may require several more snow removal services than expected and being able to invoice each month no matter if it snows or not would create some kind of balance in the pricing.

A. Snow removal services are to be provided for a flat seasonal fee regardless of the amount of work performed to be invoiced on a monthly basis in arears.

16. Can you provide the historical number of snow removal services at each facility for the past 4-5 years?

A. Brooklyn VAMC receives on average 20-30 ice and snow events per season.

B. No information available for Manhattan VAMC or St Albans Manhattan VA:

17. Where has the VA piled snow in the past years?

A. There is a small amount of space to pile snow on the street

18. If snow cannot be kept onsite, does the VA want the contractor to price it to be trucked offsite after each show event?

A. Yes, see section B.3.4.1 E)

19. How do we gain access to locked/restricted areas? Will contractor be provided badges and keys to access locked/restricted areas? If so, what areas will contractor be able to access with keys and badges & which will require assistance.

A. The VA will provide keys or access cards to access secure areas as required to perform contract duties after award.

20. The staging area is inadequate for planned equipment. How many parking spots can be provided?

A. As stated in question 5. The Manhattan VAMC only requires the contractor to stage 1 ½ ton vehicle at the location. There is enough parking for that one vehicle. The VA is not required to provide onsite parking for the staging of any other contractor vehicles.

Brooklyn VA:

21. Will permanent ladders be installed in the two pits that do not have ladders to eliminate safety concerns?

A. The facility is looking into installing permanent ladders, but there are some security concerns.

A. Yes

A. Yes

All Sites:

24. Who will sign off on service reports for snow removal when COR is not on site (weekends or overnights) B.3.4.1 (H) A. The COR at each location shall provide a list of individuals that can accept service reports in their place if they are not available during the time when services are provided. The list of those individual shall be provided to the contractor after award during the kick-off meeting.

25. What how many references do you want provided with the quote?

A. The contractor shall provide up to five references for contracts that are for services relevant to this procurement.

This amendment also makes the following changes to the solicitation that are not addressed in the questions above:

1. The requirement in section B.3.3.2 B) to have an individual that has completed the OSHA 30hr Safety Training Certification course on site while tree maintenance services are being performed is removed as the training is not required by the State of NY to perform tree maintenance services.

7. The Price Evaluation Worksheet has been updated, please see attached document.

This amendment (0003) answers the following vendor questions:

1. Amendment 0001 Questions 3, Response A

· It lists Manhattan twice, so how many visits do you want for Brooklyn?

A- Brooklyn has three unscheduled visits and Manhattan has two unscheduled visits

2. Also, there is no separate CLIN to submit individual pricing for the unscheduled visits for Leaf Cleaning. How do we submit pricing for this?

A- Include it in the grounds maintenance services CLIN for each facility. The facilities has requested that the additional leaf cleaning visits be added to the requirement, the only reason they are called unscheduled is that the facilities wants flexibility in regards to which month they want each extra visit to occur.

3. Snow Plowing

· 7 months or 6? In the solicitation it calls for coverage for months of Oct. 1st – April 30th, but pricing sheets asks for 6 months of pricing.

A- Snow plowing services shall be provided for 6 months November 1st and April 30th

All other terms and conditions remain the same.
