DEPARTMENT OF VETERANS AFFAIRS

JAMES J. PETERS VA MEDICAL CENTER

BRONX, NEW YORK

Statement of Work

INTRODUCTION

Quarterly maintenance cleaning is required for the James J. Peter VA Medical Center kitchen and Canteen duct work to ensure that the duct work is functioning properly and to avoid hazardous situations. The cleaning will start and be completed with agreed upon dates from the VA project manager and the contractor and will continue to be cleaned every 3 months (quarterly). The James J. Peter VA Medical Center has nine floors. The Canteen ductwork runs approx. approximately 50ft of 20”x14”, 80ft of 30”x35”, 30ft of 44”x22”, and maybe 20ft of 22”x10” (from interstitial down to hoods). The canteen ductwork runs up to the roof of the compactor area and the fan is in that location. The kitchen ductwork runs approx. 28ft of 26”x12”, 14ft of 22”x12”, 14ft of 36”x14”, 20ft of 22”x10”, 10ft of 18”x10”, 28ft of 36”x14”, 190ft of 44”x44”, and maybe 40ft of 22”x10” (from interstitial down to hoods). The canteen is located on the first floor and the kitchen is located on the ground floor. The first floor is approx. 14 feet in height to the dropped ceiling. Above the dropped ceiling is approx. 8 feet in height to the concrete slab of the second floor. The ground floor is approx. 10 feet in height to the dropped ceiling. Above the dropped ceiling is approx. 2 feet in height to the concrete slab of the first floor. Between the ground floor and 1st floor and 1st floor and 2nd floor there are interstitial levels that are approx. 6 feet in height. All equipment, tools, materials, products to complete the service shall be provided by the contractor.

Please find the attached Ground Floor Kitchen and First Floor Canteen HVAC ductwork drawings.

GERNERAL COMPLIANCE AND REGULATION

1. The contractor shall have (CECS) Certified Exhaust Cleaning Specialist who will lead the cleaning crew thru out the entire service. The (CECS) will be a member of (IKECA) International Kitchen Exhaust Cleaning Association.

2. The contractor shall be required to have a (CESI) Certified Exhaust System Inspector as a member of the service staff for inspecting and reporting on the hoods and ducts.

3. The contractor shall be required to ensure the cleaning service crew are (CECT) certified Exhaust Cleaning Technicians.

4. The contractor shall have exhaust hood cleaning certified crew to perform the service.

5. The contractor shall be a member of (CHDCA) Certified Hood and Duct Cleaners Association.

6. The contractor shall be in accordance with (NFPA 96) National Fire Protection Association Standard 96, Standard for Ventilation Control and Fire Protection of Commercial Cooking Operations.

7. The contractor shall ensure that all staff performing the service are (OSHA) Occupational Safety and Health Administration Certified with 30 hour training card.

8. The contractor shall insure that grease and debris removal is in accordance with the (EPA) United States Environmental Protection Agency guidance for cleaning/ sanitizing commercial kitchen hoods and ducts, and remove and disposal of grease.

9. All grease should be removed rather than just emptied into the local drains to avoid clogging.

10. The contractors service and staff shall be in accordance with the NYS Health Regulation, Title 10, Part 14.

GREASE REMOVAL DEVICES

Where existing grease removal devices are missing, damaged, or beyond life cycle, Listed grease filters, baffles, and other approved grease removal devices for use with commercial cooking equipment must be provided and installed. Listed grease filters tested in accordance with UL 1046, grease filters for exhaust ducts must be used. Mesh filters are not permitted. The distance between the grease removal device and the cooking surface must be as great as possible and not less than 18 inches. Where grease removal devices are used in conjunction with charcoal type broilers, a minimum of 4 ft. must be maintained. Grease removal devices must be protected from combustion gases and direct flame impingement. This is accomplished by the installation of a steel or stainless steel baffle plate between the heat source and the grease removal device. Grease filters must be listed and constructed of steel and or other listed equivalent material. These must be of rigid construction and must not distort or crush under normal operation, handling, and cleaning conditions. The grease filters shall be easily accessible and removable for cleaning. They must be installed at an angle not less than 45 degrees from the horizontal. The filters must have a drip tray to collect grease and be pitched to drain into a metal container with a capacity not exceeding one gallon. Grease filters that require a certain orientation in order to drain grease must be clearly marked and constructed so that they cannot be installed incorrectly.

CAUSTIC CHEMICALS

Caustic chemicals can be applied to break down the grease. After that, hot water can be used to rinse away the residue. Chemicals are generally applied with either a garden-type sprayer, downstream injection through a pressure washer or with a chemical foamer.

Once the chemicals are applied, they can dwell on the surface of the grease for a period of time, before being washed off of the surface with hot water. In extreme situations, where grease buildup is too heavy for a chemical application and a rinse, scrapers may be used to remove excess buildup from the contaminated surfaces, before chemicals are applied.

HOT WATER PRESSURE-WASHING

Machines can be used that both boil water and then apply this water under pressures up to 2,000 pounds per square inch (14,000 kPa). The contractor shall use a method of preparation, heavy-duty tarps clipped to the hoods and then angled into plastic garbage cans to catch the run-off. As the cans are filled the contents are disposed of successively. During horizontal duct cleaning the contractor shall insure that excessive grease buildup up in inaccessible areas of ductwork does not happen or minimized. Steam cleaners shall not be used. Contractor using hot water methods should be using a caustic chemical degreaser to break down grease, so that the build up in inaccessible areas becomes removed by flushing the system with both hot water and caustic degreaser agents.

FINISHING

The contractor shall have the service cleaners polish hoods for easier cleaning and improved appearance. Cleaners shall apply a certification sticker to the hood of each cleaned kitchen exhaust system to enable the authority having jurisdiction as well as insurance adjusters and health inspectors to check for compliance with the local, county and state fire codes. Vinegar and warm water can be used to remove any white residue left from the commercial kitchen grease cleaning process.

(C) If this solicitation is a request for proposals, it was the only proposal received.
