CONTINUATION PAGE

Solicitation 36C24220Q1039 – Clarification Questions and Answers Accessibility and Workspace:

Question 1: For each campus, will VA staff collect the materials to be recycled/disposed into one location in preparation for packaging?

Answer: No, the materials are stored in various locations throughout the facilities. Each waste pickup will require visits to a minimum of five and a maximum of ten discrete locations per visit.

Question 2: Will there be a specified work area in which lab packing materials may be store and the packing work can take place?

Answer: The lab packing work generally takes place within designated hazardous waste central accumulation areas. The vendor will be required to bring empty drums and packing materials as needed for each pickup; there is no space to store materials between visits.

Question 3: Is there sufficient parking for our truck at each location/building for the time it will take to complete the required work? What are the dock hours?

Answer: Yes, the vendor will be allocated a bay and work area on the loading dock for each pickup. The available working hours are 8:00AM through 3:30PM. Based on past-experience we have found this to be adequate time to complete the pickups.

Question 4: RFQ, Price Schedule CLIN 0003 and 0006. Even with careful planning, overhead costs and profit can be shifting goals, and these details are not normally part of a Price Schedule. What approach would you like us to take for these, and it is possible that the two could be combined into one CLIN since they directly relate to one another?

Answer: The pricing table is optional. Offerors can use their own table, but direct cost, labor, other costs, overhead costs and profit must be identified for each year separately. Service contracts require fair Wage Determination and pricing breakdown allows us to see that appropriate wages are applied.

Question 5: Developing an integrated pest management plan seems to be an unusual request for this requirement, can you please be more specific about what you need and how it relates to the work?

Answer: Disregard the request for Integrated Pest Management Plan, as it does not apply to this solicitation.

Question 6: What are the specific licenses/certifications that are required of the technicians and drivers?

Answer: See page 3 and 4 of the Statement of Work. There are many applicable regulations governing the handling and transportation of regulated waste. The contractor is responsible for compliance with all applicable regulations and requirements. Required training for technicians sorting and packaging the regulated waste and the drivers transporting the waste includes, but is not limited to: training required under OSHA regulations outlined in 29 CFR 1910.120, 40 CFR Parts 260-265 and 49 CFR Parts 171-178; U.S. Department of Transportation regulations set forth in 49 CFR Chapter 51; and EPA regulations outlined in 40CFR Title 40. Of course, drivers must have specific commercial transportation licensing as required by New York State Department of Motor Vehicles and New York State Department of Environmental Conservation.
