This is an Amendment to Solicitation 36C24220Q0874.
The purpose of Amendment 0001 is to:
1) Advice that we will be having a virtual Site Visit via ZOOM on Thursday, 07/30/2020 at 10 A.M. All interested parties need to respond by Wednesday, 07/29/2020 at 12 P.M., stating you will be attending in order to receive the ZOOM invite. Please e-mail responses to Monique.Paltan@va.gov.
2) Respond to que stions raised regarding the Solicitation.

Solicitation 36C24220Q0874 - Clarification Questions and Answers Question 1: Solicitation/reference number 36C24220Q0874 appears to refer to a full maintenance comprehensive service program. Our interpretation of the RFQ appears to make a successful bidder responsible for all elevator repairs during normal working hours, including all parts and labor. Is that a correct interpretation of the RFQ?
Answer: Yes, it is. Parts for the purpose of preventive maintenance will be included in the offeror’s proposal. Parts used for the purpose of general reoccurring repairs will be included in the offeror’s proposal. It is the contractor’s responsibility to provide all necessary materials and required labor to perform preventive maintenance services.
Question 2: Solicitation/reference number 36C24220Q0874 does not appear to be requesting the various hourly rates that may apply for work not covered by contract, or by the solicitation. In the elevator trade there are multiple wage categories. For example: There is straight time single-man rates, straight time hourly rates for teams, overtime hourly rates for a single tech, overtime hourly rates for a team, overtime hourly rates for a single tech on a Sunday, overtime hourly rates for a team on a Sunday, and rates for both Holidays and Stand-by. Which rates are you requesting that we provide in the bid form?
Answer: CLIN 0005 is to cover labor for any out of scope repairs. It depends on what work is being done at what time and for what purpose. Requires prior approval.
Question 3: Elevator technicians that may be utilized in a solicitation live in a geographic area extending up to 60 miles or more away from the Stratton VA. Our technician typically receive compensation for their travel time to and from the job site. For work not covered by the contract, is this travel time billable on the RFQ?
Answer: Travel time is not billable on this Requirement unless it is stated in the PWS and Cost Schedule.
Question 4: Our company is prepared to offer an alternative service agreement. Will any alternative service agreements be considered? Or would a submitted alternative service agreement be considered nonresponsive, and therefore be rejected for varying from the RFQ?
Answer: An alternative service agreement is not considered under this solicitation and will not be accepted. An alternative service agreement will be considered nonresponsive and rejected if submitted under this solicitation.
Question 5: Due to the COVID-19 pandemic, we are assuming the entrance to your facility will be restricted only to those who have been tested for COVID-19. Is that correct? As a follow up. Will you provide that testing to us at no cost? If testing is required, what will be the testing frequency required under the RFQ?
Answer: There is a screening process to enter the Facility, testing is not required nor provided. It is not a requirement to be tested prior to entering the Faciality.
Question 6: Due to the COVID-19 pandemic, personal protective equipment has changed. In many cases gloves, face shields, respirators, face masks, Tyvek suits, and in some cases, booties are required. Will this PPE be provided by the facility at no cost to the successful contract winner?
Answer: Personal Protective Equipment (PPE) is not required to enter the Facility and complete the work required. Masks are the only PPE required to enter the Facility and shall be provided by the contractor to their employees.
Question 7: It is our interpretation of solicitation/reference number 36C24220Q0874 that it does not require the successful bidder to perform elevator safety testing. However, it appears that the RFQ require that the successful bidder provide the labor to accompany the elevator inspector. Is it the intention of the solicitation that the successful bidder provide all labor necessary to perform all of the testing under the agreement at no additional cost to the facility? Or can the successful bidder bill, using the hourly rates that are provided in our submitted bid?
Answer: Labor to operate the cars for the inspector is to be included in this solicitation. The 3rd party inspector will be hired separately by the VA under a different contract Question 8: Are emergency after hour repairs billable under this RFQ?
Answer: After hour emergency calls for entrapment are to be included. It is at the discretion of the VA to “allow” a non-working car to be repaired during normal working hours and not on overtime emergency situations. This situation is described in the PWS as an example.
