2. For the model 3600 wedge barriers, are there any Secure USA optional components such as the EPU air conditioning unit or sub operator control panels?
• There are no EPU air conditioning units but there are heaters. There is an operator control pane connected to the EPU.
3. There are three (3) wedge barrier units and five (5) electronic power units- I am not sure of the purpose of the 4th and 5th EPUs.
• There is an EPU at each entrance point (a total of 5 entrance points) that connects the Security Gates/ Wedge Barriers, Loops, Barrier Indicate Light Sets, etc.
4. There are eleven (11) loops with the associated loop detectors that are listed under Wedge Barriers: Can I assume that some of these are for the other units i.e. Swing Rider, Slide driver 40 and possibly the ornamental vehicular swing gates? If so, there would appear to be eleven operators. If that is the case, is there one (1) loop per operator? If so, this raises other questions.
• The loops operate both the wedge barriers and security gates. A loop will detect a vehicle which tells the wedge barriers and gate to open together or close together.
o A. Gate A- 1 Loop for Gate Safety o B. Gate B- 3 Loops. (1) Gate Safety Loop and (2) Barrier Safety Loops.
o C. Gate C- 3 Loops. (1) Gate Safety Loop and (2) Barrier Safety Loops.
o D. Gate D- 3 Loops. (1) Gate Safety Loop and (2) Barrier Safety Loops.
o E. Gate E- 1 Loop for Gate Safety.

5. For the five (5) Ornamental vehicular swing gate operators, what is the make and model?
• A. (1) Door King Series 6550
• B. (3) HySecurity Swing Riser 19 Twin HRG 222-B ST
• C. (1) HySecurity Slide Driver 40
6. Is the HySecurity Slide Driver 40 the operator for the cantilever crash rated sliding gate?
• Yes
7. Are there any safety devices for the Swing Riser operated gates?
• Loop detectors and infrared photoeye sensors are installed at each gate. Also, barrier status indicators provide visual and audio notifications when the barriers and gates are opening and closing
8. Are there any safety devices for the ornamental vehicular swing gates?
• Loop detectors and infrared photoeye sensors are installed at each gate. Also, barrier status indicators provide visual and audio notifications when the barriers and gates are opening and closing
9. Are the pedestrian gates automated or strictly manual?
• Pedestrian gates operate manually
10. What type of hardware including locking systems and activation devices are present for all of the listed units above?
• A. Pedestrian gates have an electric strike fail secure that is opened manually with card reader access on the exterior side and panic bar on the interior.
• B. (1) Door King Gates have an electromagnetic lock.
• C. (3) HySecurity have electromechanical gate locks

11. Are there any wage requirements for this work? ie prevailing wage etc.
• Yes, the wage determination document for this county is attached to the solicitation.
Please also reference Question #20.
12. Are there any required services other than the two (2) known manufacturers (SecureUSA and HySecurity) lists that are in their respective manuals?
• Also include requirements per Door King's manuals. Vendor shall provide all services per equipment manufacturer's recommendations.
13. What provision is there for the replacement of materials as may be needed?
• Include cost of replacement materials per manufacturer's recommendation, including hydraulic fluids. Components that are required to be replaced beyond the normal wear & tear of maintenance shall require facility COR and Contracting Officer approval, per the Statement of Work.
14. Are there any more detailed specifications available?
• Please specify.
15. Is all the equipment in working order right now?
• No, there are issues with two gates which have been hit. SecureUSA was on-site on 11/25/2019 to do an assessment.
16. This is for Maintenance only, repairs would be a separate issue?
• Yes, this is only for Maintenance. Repairs would need to be approved separately. In the Statement of Work, under "Noncontract Charges," it states 'The Contractor shall not perform any service that will result in additional charges without prior approval from the Contracting Officer. If repairs are required and requested during the preventive maintenance visit or for emergency, the vendor must notify the facility COR and the Contracting Officer. The vendor shall submit a detailed invoice when requesting payment for repairs, travel, and materials provided outside the service contract."

Vendor Questions & Answers
12/13/2019
17. How long has the equipment been installed and is there any factory warranty left on the equipment?
• This equipment was installed as part of a larger construction contract this year. The start date of the warranty for the equipment is yet to be finalized in negotiations, but will be communicated to the successful offerer by the facility COR.
18. Is there any restriction to performing the maintenance afterhours, weekends or nights?
• Maintenance can only be performed during normal business hours. Gate A would need to be coordinated to minimize impact to busy delivery times. Any maintenance work may need to be also temporarily stopped to allow vehicles to enter and exit the site.
19. Can exceptions be made on the 90-mile radius distance of the contractor's office location?
• If the Contractor is able to meet the 24-hour response time required, then exceptions can be made. The 90-mile radius distance is recommended, but there is no local set aside on this solicitation.
20. After looking through the wage rate schedules provided and not finding a classification that I thought our technicians could fall under ie. Certified automatic gate operator installer, I looked for what might be reasonably considered to provide a "reasonable relationship" -appropriate level of skill- and I came across #23820 Pneudraulic Systems Mechanic under #23530 Machinery Maintenance Mechanic. Is this a combination of pneumatic and hydraulic systems? Also, is this classification okay to be used for the wage rate considering that the HySecurity operators are hydraulic?
• For the purposes of this solicitation, please reference the Wage Determination for #23530 - Machinery Maintenance Mechanic

Solicitation/RFQ No: 36C24220Q0058
Questions and Answers
1- ln the first paragraph of page 2, it mentions "quarterly preventative maintenance service for the Security gates, Wedge Barriers and all associated equipment ". It also states that the "Services shall comply with the original end manufacturer's manuals and warranty requirements."
Except for the SecureUSA wedge barriers, the HySecurity Swing Risers, the HySecurity Slidedriver and the DoorKing swing gate operators, we are not aware of any other equipment manufacturer that has a schedule of maintenance for their equipment. This would include Locinox, or the manufacturers of the other equipment on the pedestrian gates, ie. the electric strike, the surface mounted panic bar, or the manufacturer of the loops, photoelectric sensors, barrier indicator light and signal guys etc.
The Equipment to be serviced then lists the following: loops, photoelectric sensors, pedestrian gate with Locinox, barrier indicator light and signal guys 290LFMT4 light and horn set.
Please advise as to what type of service if any is to be provided to these items as well as to the electric strike or panic bar lock on the pedestrian gates. [VAMC] All the equipment listed in the statement of work indicates equipment connected to the EPU, which is connected to the security gates and barriers.
There are no specific maintenance requirements for the loops, barrier indicator lights and horn or photoelectric sensor. However, some manuals provide recommendation for maintenance but not frequency. Example: Securiton Assa-Abloy recommends wiping down specific parts and applying a lubricant. These tasks (cleaning and lubricating) will be required of the contractor for the equipment (photoelectric sensor, door closer, panic bar, light and horn) during their visit to service the larger security gate operators and wedge barriers.
2- ln the Solicitation 630-20-6306-0002 dated 11-20-19, on page 4 of 58, it states with regard to the PM services on "security gates and wedge barriers" "all associated equipment" - does this include the panic bars, electric strikes and/or access control devices? Please clarify. [VAMC] Refer to response for Question 1. Contractor is expected to verify the door on the pedestrian gates are functioning mechanically.
3- For the automated gates and barriers, there are three (3) manufacturers. SecureUSA for the wedges, HySecurity SwingRisers for some of vehicular swing gates and the slide driver at the crash rated slide gate and DoorKing for some of the other automated vehicular swing gates. Are there any required services other than the what the three (3) manufacturers show in their manual? [VAMC] Contractor shall provide all maintenance services per the manufacturers’ manuals.
4- With regard to "authorized installer" under Warranty Requirements: we are not trained or authorized from SecureUSA but we are factory trained by HySecurity (they do not have certifications) and we are both factory trained and certified by DoorKing.
We are also holders of the "certified automated gate operator installer" having taken their class and passed their examination. We do not know if other bidders meet all of the above. Is there any provision for training etc. by SecureUSA IF it is a requirement for this solicitation? [VAMC] There is no provision for training. Contractor is responsible to confirm they meet the manufacturer’s requirements as an authorized/certified person/company to provide service maintenance.
5- 0n page 4 of 58, paragraph 1 states that"...all labor, materials, and equipment necessary to service the security barriers and gates including all equipment and associated piping and connections.
Services shall comply with the original end manufacturer's manuals and warranty requirements (Guardiar/formerly SecureUSA, Inc)." What service is required for the "piping and connections"? [VAMC] Contractor to confirm there are no leakages, breaks, especially for those that contain fluids needed to operate the equipment. There shall be no exposed wiring.
6- While reviewing the amendment for this solicitation we noted that the equipment is no longer broken out into the categories “Barriers and Gates”. Now the equipment is broken out into Entrance A, B, C, D & E. This does not translate to the originally provided pricing document. Will you please provide an updated pricing sheet that clarifies which equipment belongs in which category or update the equipment to clarify which equipment belongs in “Barriers and Gates”? [VAMC] Price Cost Scheduled has been changed.
7- (Comment) This most recent amendment has a number of significant changes that we'd love to discuss with you at your earliest convenience. We'd like to obtain additional insight and gain a better understand of these changes, such as:
Change of Classification: The original Solicitation was a Veteran-Owned Small Business Set- Aside (specific to Department of Veterans Affairs) [VACO]The amendment still has a Veteran- Owned Small Business Set-Aside [VAMC] The requirement is still for Veteran Owned Small Business.
Change of Description: The equipment to be serviced is materially different than what the original Solicitation and second amendment to the Solicitation contemplated. [VAMC] The equipment was to give more detail of the equipment to be service.
Updated Contacts for Relevant Security Manuals: The contacts listed in the solicitation for the manufacturer’s manual and warranty requirements were updated, but we are still experiencing challenges connecting with the designated points of contact. [VAMC] Contractor shall participate in on-site walk-through to gather all information needed for the equipment to be serviced, including make and model number. Contractor shall not reach out to the designated points of contact for this information and should obtain all service information directly from the manufacturer.
8- What prompted the solicitation to be changed from a set-aside for Veteran-Owned Small Businesses, to a contract open for all potential service providers? [VAMC] This designation was not changed, unless I did this by accident after posting the 2nd Amendment on the new Contract Opportunities site. I checked and it still appears to me as a VOSB set-aside.
9- What prompted the change in the scope of work associated with this project, a project that we continue to feel well positioned, and capable to perform? [VAMC] The scope of work was reorganized and clarified to provide more details on equipment which are interconnected to each EPU. The scope has not deviated much from the original scope.
10- Who can we actually contact, given the resistance and lack of support we received from the initial contact posted (Mr. Blaise at Guardiar), and are continuing to experience from John G. Civetta, to gain copies of the relevant security manuals? [VAMC] Contractor shall participate in on-site walk-through to gather all information needed for the equipment to be serviced, including make and model number. Contractor shall not reach out to the designated points of contact for this information and should obtain all service information directly from the manufacturer.
11- The five (5) ornamental pedestrian gates are NOT automated. They have Locinox door closers and there is NO schedule of maintenance as per David from Locinox. Should we be aware of anything else with regard to these gates, ie. the access control with the associated locking system etc.? [VAMC] Bidders will not be required to maintain the access control except for general cleaning and lubrication but will be required to ensure pedestrian gates operate mechanically (i.e. doors self-close and latch which will require adjustments to the Locinox door closer)
12- As per the walkthrough with Pamela, when I asked about the pedestrian gate locking systems ie.
panic bars and/or access control devices, I believe we were told that this is not a part of the PM proposal but on page 4 of 58, it states with regard to the PM services on "security gates and wedge barriers" "all associated equipment" - Please clarify. [VAMC] Refer to response for Question 1.
13- Please be aware that on the numerous jobs we have done for NYC Department of Sanitation, DEP, FDNY, NYPD, Javits Center etc., the wage rates that we used for our technicians were electrician "A" rate which is over one hundred dollars ($100) per hour. The solicitation Amendment proposes use of Wage Determination #23530 - Machinery Maintenance Mechanic in response to a question, which is a much less rate. The wage rate for the above classification along with the health and welfare benefit and holidays etc. would appear to be in the forty dollars ($40) to fifty dollar ($50) per hour range.
[VAMC] The wage rates are the bare minimum that employees should be paid.
