6) Spec section 01 35 26 page 13, para 1.7 states requirements of SSHO, please confirm if contractors site supervisor can simultaneously perform the duties of SSHO if he has the required credentials.
RESPONSE: Refer to specification 01 35 26 para 1.7 C which states in part that the SSHO has to be a separate qualified individual from the Prime Contractor’s Superintendent and/or Quality Control Manager with duties only as the SSHO.
7) Spec section 01 35 26 page 15, para 1.9B states a CSP shall conduct a monthly site safety inspection. -- Please advise if contractor’s SSHO can perform these CSP’s duties or if contractor has to hire an independent personnel/ agency.
RESPONSE: The CSP (Certified Safety Professional) cannot be the same person as the SSHO (Site Safety and Health Officer). The CSP or CSHT (Construction Safety and Health Technician) can be a corporate safety professional or independently contracted.
8) Spec section 01 45 29 para 1.1. states that testing laboratory to be retained by contractor. – Please advise what material tests are required.
RESPONSE: Specification Section 01 45 29 details testing requirements. Refer to 3.8 Concrete,
3.13 Masonry and 3.18 Type of Test.
9) Spec section 04 10 00 para 1.1 states repoint existing damaged masonry joints. --- None shown on drawings. Please provide quantity or allowance amount so that all the contractor can bid on the same information.
RESPONSE: Limited repointing is only expected at the Penthouse walls near expansion joints @ column lines H, 6 and H, 8. For the purpose of bidding, assume a total area of 20 square feet.
10) Drawing A-101 note no.4 states GC to conduct new roof infrared scan (see specs). --- There are no specs for infrared scan, please provide the same.
RESPONSE: Specification Section 07 01 50.19, 3.1 ‘Examination’ lists the requirements for the infrared scan.
11) Spec section 01 00 00 page 25 para 1.29 and para 1.30 indicates construction sign and safety sign, at the end of this spec section there are two Sign drawings, size shown is 6’ H x 8’ W. – Please clarify if the construction and safety sign are required and should be of this 6’ x 8’ size?
RESPONSE: The drawings at the end of the specification section illustrate the requirements of the VA Construction Sign (SP-24.01). The VA Safety Sign (SP-24.04) have been attached to this letter for reference. Both signs are required and shall be located at the entrance to the staging area.
12) Drawing A-101 and A-103 indicates replace existing guardrail system with new. Please provide specification for the new guardrail system.
RESPONSE: Drawing A-103 notes new 42” high non-penetrating guardrail system. Detail 7 on sheet A502 details the system and lists a basis-of-design product noting contractor may substitute with an or-equal product.
13) Please specify thickness in inches of the new roof insulation. None shown in drawing or specifications.
RESPONSE: Specification Section 07 01 50.19, 1.1 B lists 3” of insulation on the roofing (NIC the Penthouse roof). GC to field confirm and match existing.
Page | 3
14) Drawing A-101 note no.4 states Sloped to drain lightweight perlite concrete to be demolished in the select areas shown on the roof plans ( approx. 16.305 SF of first floor roof area shown). Prior to the lightweight concrete demolition, GC to conduct new roof infrared scan to confirm wet areas and pull test to be conducted to finalize demolition area scope. Existing lightweight concrete that passes pull tests will result in a smaller area required to be demolished. GC to coordinate with VA COR. --- This is confusing, below are the questions:
A) What is the thickness of the existing lightweight concrete which requires to be demolished? Is there any other layer of material which has to be removed too?
RESPONSE: Existing documents from a 1994 roof replacement project lists the existing lightweight concrete as 4” thick at the high point and 2” thick at the roof drains. GC to field confirm.
B) It states, ‘pull test to be conducted to finalize the demolition scope area. Existing lightweight concrete that passes pull tests will result in a smaller area required to be demolished’. --- How can contractor determine at this bidding stage as to what area passes the pull tests? Please clarify this and provide an allowance amount OR provide an confirm quantity of the area to be demolished for the bid so that all the bidding contractors can bid on the same information.
RESPONSE: Contractor is to bid the area to be demolished as called out on the drawings (see attached revised drawing A-102 dated 9/15/2020 clarifying area of the 4th Floor and Penthouse).
Specification Section 01 00 00 page 2, B: VARIATION OF ESTIMATE QUANTITY requires Unit Costs to be filled in. These unit costs will be used by the VA during the construction when it is specifically determined the amount of material to be demolished and/or replaced.
C) Does this concrete replacement work required to be done in phases? If yes, then how many phases for 1st floor and how many for the 4th floor?
15) Spec section 03 52 00 para 3.3A to D indicates the steps/method of placing the new ‘lightweight concrete roof insulation’. Please confirm this is how the new system will be placed? Please specify the thickness of insulation board. And as per para 3.4 C one ( 1 ) coat of sealer is required on top of new concrete, is this correct?
RESPONSE: Existing building construction is structural concrete with lightweight sloped concrete topping. Refer to para 3.2 A to K. Existing documents from a 1994 roof replacement project lists the existing lightweight concrete as 4” thick at the high point and 2” thick at the roof drains. GC to field confirm.
RESPONSE: Specification Section 07 01 50.19, 1.1 B lists 3” of insulation on the roofing (NIC the Penthouse roof). GC to field confirm and match existing.
RESPONSE: 3.4C is referring to an Interstitial Deck, not the Roof Deck.
16) Drawing G-002 general site note # 3 states contractor to provide scaffolding stair tower for access to and from 1st floor roofs and 4th floor roofs. --- Please provide building elevations so that contractor can determine the heights of stair towers.
RESPONSE: Please see the attached existing 1967 building elevations for reference only.
Page | 4
17) Spec section 03 52 00 is for Lightweight Concrete Roof Insulation, as there is no detailed drawing Please provide a cross section drawing of the new lightweight concrete work showing thickness of the new concrete, composition/materials and what is the existing surface below the concrete? Is it a corrugated metal deck?
RESPONSE: Detail 1/A-501 shows a detail of the roof assembly. Existing documents from a 1994 roof replacement project lists the existing lightweight concrete as 4” thick at the high point and 2” thick at the roof drains. GC to field confirm.
18) Drawing A-102 note no.4 has quantity of 16,305 SF listed for the demolition of existing lightweight perlite concrete. – This is the same quantity listed for the 1st floor on drawing A-101, is this a error/typo?
Please clarify.
RESPONSE: Reference attached revised Drawing A-102 dated 9/15/2020.
19) What is the strength requirement of the new light weight concrete.
RESPONSE: As stated in the lightweight concrete specifications 03 52 00: Compressive strength:
Minimum 862 kPa (125 psi) when tested in accordance with ASTM C495 except do not oven dry cellular concrete samples.
20) As the concrete replacement work is in patches all over the roof area, can agency allow Sakrete concrete mix bags with Perlite aggregate mix for the work of Lightweight Concrete Roof Insulation?
RESPONSE: Material submittal required to meet or exceed the specification requirements. Exact products are subject to review during the submittal review process to demonstrate integrity of the material for its intended use.
21) Is there any layer of vapor barrier below the existing light weight concrete which can be used as a temporary roof protection after the removal of existing light weight concrete. Also if there no existing vapor barrier present then can contractor provide a new vapor barrier layer which will be used as roof protection?
RESPONSE: It is not known if a vapor barrier exists below the light weight concrete or the condition if one does exist. Per the roofing specifications, the Contractor is responsible for providing temporary protections during the reroofing and maintaining building watertight.
22) How much concrete removal will be allowed at one time?
23) Please provide a detailed drawing for safety netting for fall protection on roof, is this safety netting required throughout the length of parapet walls on 1st and 4th floor roofs?
RESPONSE: Refer to General Site Note 2 & 2A on sheet G-002. Safety netting is listed as one of the options the Contractor may choose for the safety of their employees. Note 9 outlines the requirements if safety netting is chosen as part of their safety plan.
24) There is a spec section for Fire stopping, please specify the scope of the work for this firestopping work.
RESPONSE: Section included with package in case incidental existing fire stopping was encountered and required replacement. No specific location is identified, however, should a penetration be discovered or created, the contractor is to follow requirements per this specification section.
Page | 5
25) There is a spec section for joint sealants, please specify the scope of the work for this firestopping work.
RESPONSE: Section included for work around building face perimeter where existing thru-wall flashing is being re-used and along the existing skylight frame/curb.
26) Drawing A-103 general roofing note # 2 states Contractor shall coordinate with VA when/if existing mechanical equipment can be taken offline and for how long for each area and each piece as required to demolish existing roofing and install a new roofing system. – we have below questions related to this work:
A) Please identify on drawings which equipment needs to be taken offline, so that contractor can consider the cost in his bid price.
RESPONSE: GC will have to install temporarily supports for all mechanical units/piping for new curbs and roofing work. GC to determine the need to lift equipment as required to properly flash and provide a complete watertight and warrantied roof. GC to coordinate with the VA when/If each unit/equipment is to be taken offline with the shortest possible durations as part of GC’s phasing schedule. Removing and relocating units is not acceptable.
B) Offline means temporary remove/move the existing equipment OR just to disconnect it. Please clarify.
C) Most of the existing equipment are installed on curb, dunnage or other support. So what is the need to take offline?
RESPONSE: GC will have to install temporarily supports for all mechanical units/piping for new curbs and roofing work. GC to determine the need to lift equipment as required to properly flash and provide a complete watertight and warrantied roof. GC to coordinate with the VA when/If each unit/equipment is to be taken offline with the shortest possible durations as part of GC’s phasing schedule. Removing and relocating units is not acceptable.
D) Is it contractor’s responsibility to take the equipment offline OR will VA do it?
RESPONSE: The VA to approve contractor’s request for any utility shutdowns, reference project specification 01 00 00-11 — 1.6 M, the contractor is responsible for the work required.
27) Does VA require any specific roof manufacturer or is there a basis of design for new roofing system?
RESPONSE: The contractor may submit any product that meets or exceeds the specification requirements.
Page | 6
28) Drawing A-105 note on Northeast tower states Remove and replace rusted steel treads for both stairs.
– please specify how many treads are rusted, also provide a drawing.
RESPONSE: There are a total of 16 (sixteen) 4’ wide treads between the 2 stairs to be replaced.
See attached photo.
29) Question about staging for the concrete boom pump. when going to place concrete with boom, stage an area at the Northwest corner of the building near the loading docks for the concrete boom and concrete trucks? We believe it is a closer area than the area designated for staging. This would also be only for the days when we decide to pour concrete which can be on Saturdays, given if the hospital wants to keep traffic to a minimum.
RESPONSE: A Construction Site Plan and lift plan will have to be submitted by the contractor and VA approved, reference contract documents for additional information including but not limited to specification 01 35 26, OSHA regulations etc.
30) If the existing structural deck does not have a waterproofing system should contractor quote for remove and replace concrete the same day or temporary roofing while the lightweight concrete is replaced?
RESPONSE: It is not known if a vapor barrier exists below the light weight concrete or the condition if one does exist. Per the roofing specifications, the Contractor is responsible for providing temporary protections during the reroofing and maintaining building watertight.
Page | 7
31) Can contractor use winch hoist for material mobilization to roofs? Do they need a permit? Can anyone operate the winch hoist, or will certification be necessary?
RESPONSE: The contractor to submit a Construction Site Plan to the VA for review and approval indicating the proposed location of a material hoist including all requirements per the contract documents, OSHA, building codes, etc. The VA does not issue a specific permit but the contractor is responsible to submit all applicable information including site investigations and signed/sealed professional engineer hoist drawings to ensure the existing structure and/or grade can handle the loading as well as the hoist design itself. Gasoline powered equipment is not allowed.
32) Drawing A-501 detail no.6 is for lightning protection. It states existing terminal re-attached to the new roof edge coping. --- Does this work of removal and re-attached has to be done by a licensed lightning protection contractor or licensed electrical contractor? Or contractor can do this work with his own crew?
Also is certification required that the lightning protection is returned to the existing operation?
RESPONSE: Reference attached revised drawing A-501 dated 9/15/2020.
33) For the repairs on the existing LWC, can it be filled with insulations board in lieu of concrete?
RESPONSE: As noted on the documents, the repairs are to be done in-kind with LWC.
34) Are you requesting all new railing system or can it be refurbished?
RESPONSE: First floor roof calls for a new railing system at specific locations – see A-103, A- 104 and detail 7/A-502. The 4th Floor roof notes that the existing guardrails are to be salvaged and reset – see A-105, A-106 and detail 4/A-502.
35) How long are the fans and HVAC units allowed to remain off, is there temporary ventilation needed while this roof work is being done?
RESPONSE: GC to coordinate with the VA when/if each unit/equipment is to be taken offline with the shortest possible durations as part of the GC’s phasing schedule. Removing and relocating units is not acceptable. HVAC intakes and exhaust, vents and drains that cannot be shut-off must be extended using an airtight rigid sheathing to a minimum height of ten feet (10’) above the work area during roofing work.
36) Some of the cooling tower piping (which is 12”/10” and maybe 14” in dia) have to be removed for the roofing work to be done and then reinstalled-how long the tower can be down. Are we arranging temp chillers?
RESPONSE: Removing and reinstalling existing condenser water piping is not acceptable. The work must be done without removing any major piping system.
37) All the AC units are very old and have lived their lives. They all have Freon 22 refrigerant in them.
When we disconnect and relocate them for roofing work some piping has to be done and a new charge has to be introduced. R-22 has been discontinued since 1999 it is not available; There is some substitute refrigerant with minor modification to units can be used the efficiency and performance will be reduced-is this acceptable?
RESPONSE: Contractor to determine the need to lift equipment as required to properly flash and provide a complete watertight and warrantied roof. GC to coordinate with the VA when equipment is to be taken offline as part of GC’s phasing schedule. Removing and relocating units is not acceptable.
Page | 8
38) Detail 6 on A5.01 refers to re-attaching existing lightning protection components. Please advise if the existing lightning protection system needs to be re-certified for its UL rating.
RESPONSE: Reference attached revised drawing A-501 dated 9/15/2020.
