36C24220B0020 VA Canandaigua Fuel Line and Tank Replacement - Pre-Bid RFI’s
1. What volume of fuel should we assume will be in the (2) 75,000 gallon AST’s when the work commences? The Contract documents appear to specify that the contractor is responsible to transfer the fuel into the (3) proposed frac tanks. If there is remaining fuel in the AST’s what are we responsible to do with it?
Answer: Tank #1 has approximately 50,000 gallons and Tank #2 has approximately 5,000 gallons. The contractor is responsible for disposing of remaining fuel after filling frac tanks.
2. Please provide a unit of measurement for the volume of tank bottom sludge we are to assume will be in the (2) 75,000 gallon AST’s.
Answer: The sludge is estimated to be 2 feet in depth at the bottom of each tank.
3. Please provide a detail or dimensions for the existing AST concrete foundations & dike walls below grade so we understand what we are responsible to remove and dispose of.
Answer: Encorus does not have reference drawings that show the existing tank foundations or containment walls. The walls are approximately 56” high and 11” wide.
4. Please advise what the intent is for the (2) frac tanks shown on the drawings that are not being temporarily connected to the existing heating system.
Answer: The intent is to maintain an emergency ten day supply of fuel oil on site to satisfy VA requirements. If the emergency supply is needed, the VA will hire a truck to transfer fuel between frac tanks. There is not enough room available next to the boiler plant to place all three frac tanks next to each other.
5. Are permits required for this project? If so, what permits are required and is the Contractor responsible for the permit fees per note #19 on drawing C-001.
Answer: Encorus is not aware of any permits required for this project.
6. The specification appears to specify that the contractor is responsible for dewatering, rock removal, etc. Were there any borings performed and / or is there a geotechnical report available that will inform us as to the existing conditions below grade? Note #5 on drawings S-001 mentions a geotechnical report.
Answer: Encorus performed a geotechnical engineering investigation. The report is attached.
7. Is the contractor to assume that excavated materials can be re-used where there are not specific details provided for backfill and / or base material?
Answer: It can be used for common fill, but not for granular fill. Refer to geotechnical report.
8. Is the contractor to assume that we are responsible to haul & dispose of excess excavated material? If so, are we to assume this material is not impacted or petroleum contaminated?
Answer: Yes, contractor is responsible to haul and dispose of excess excavated material. It can be assumed that the material will not be contaminated. Contaminated soil was remediated in the summer of 2019.
9. Is a Storm Water Pollution Prevention Plan (SWPP) required for this project? If so, who is responsible for the plans and coordination with the State?
Answer: Not required. Total disturbance is less than an acre.
10. Drawing CS501 detail #2 Typical Utility Trench specifies exist 4” min base, 2” min paving or match existing for asphalt pavement restoration on the site. If the existing pavement is thicker than 2” will the contractor be paid to remove and replace the additional asphalt? We have worked on other VA and federal projects where the existing paving is in excess of 14” thick.
Answer: Contractor is responsible for removal and replacement to match existing asphalt pavement. No unusually thick pavement was observed during the removal of the underground piping and soil remediation.
11. Detail #4 on S-001 reads all metal removed from existing equipment during this project is to remain the property of the VA. Does this mean that all scrap metal from demolition and construction activities remains on site? Including the AST scrap metal?
Answer: This note is corrected to read that all metal removed from existing equipment during the project (to include the AST) is to be removed in accordance with regulations by the contractor.
12. We do not see anywhere on the drawings that depicts the location of the underground supply & return piping from the existing AST’s to the building. Please provide a location. Please also confirm if this piping needs to be removed or if it can be abandoned in place.
Answer: All underground piping was removed in 2019 except for what is depicted on CD101 adjacent to and underneath the tank containment area.
13. The Contract documents do not appear to provide for spill containment with regard to the proposed new 50,000 gallon AST. WE Believe NYSDEC requires 120% containment for AST’s over 10,000 gallon. Please advise.
Answer: 120% containment is not required. The VA, not the NYSDEC, is the Authority Having Jurisdiction. The double wall tank with leak detection monitors provides the secondary containment for the tank. The solenoid valve, PCV-101, on the fill line provides the overfill protection. The normally closed solenoid valve on the outlet piping, V-112, provides protection from syphoning through the outlet piping.
14. Please confirm the existing 75,000 gallon AST’s as well as the existing 1,000 gallon AST contain #2 fuel oil or diesel fuel and do not contain #6 oil. The contract documents do not appear to specify the type fuel in the existing tanks.
Answer: Both tanks contain #2 fuel oil. The 75,000 gallon tanks originally were designed for #6 oil which may show up on some old reference drawings, but they currently contain #2 fuel oil.
15. Drawing CS102 detail(s) #2 depict existing utilities & piping as well as proposed structure elevation profiles. Based on these details irs the only existing utilities and / or structures that may be a conflict with the proposed construction are a 2” storm pipe and an electrical conduit. Please advise what the electrical conduit is, and the amperage & voltage contained inside the conduit.
Answer: The underground electric is power to the existing sanitary pump station. Wire size is not known.
16. Drawing CU101 depicts an existing 15” storm pipe, approximately 40’-0 north of the proposed 9” thick concrete drive slab that does not appear to be represented on the existing utility profile details. Please advise if this storm pipe is in conflict with the proposed construction.
Answer: The 15" storm pipe is a typo that should say 12". The profile correctly depicts this 12" storm pipe.
17. The pipe conduit calls for sch. 10 stainless steel. Is it carbon or stainless for the piping itself? Or is it our choice?
Answer: The 2" schedule 40S service pipe is stainless steel per drawing MP501 details 3 & 4 and specification 231000, section 2.7. The single wall pipe in the boiler plant can be either carbon steel or stainless steel per the specification.
18. Drawings MP102 and 3/MP102 indicate the requirement for field installed 1” mineral wool insulation on the tank. Specification section 230711 2.2 “Mineral Wool or Refractory Fiber” states “NOT USED”. Please provide a specification for the mineral wool that is to be used and please confirm no insulation facing and jacket is required to cover the mineral wool insulation that will be exposed to the elements.
Answer: The intent was to cover 1" mineral wool insulation with a thin gauge, painted steel weatherproof jacket. The specification should for the mineral wool insulation is ASTM C553 (Blanket, Flexible) Type I, Class B-3, Density 16 kg/m3 (1 pcf), k = 0.045 (0.31) /at 24 degrees C (75 degrees F), for use at temperatures up to 204 degrees C (400 degrees F).
19. Please confirm the Government will be responsible for furnishing ALL fuel oil on this Project (i.e. the fuel oil to fill the three temporary 16K frac tanks and the fuel oil to fill the new 50,000 gallon tank). Please confirm the Contractor is to not carry monies for fuel oil in their bid.
Answer: Correct, all additional fuel oil will be purchased by the VA.
20. For pricing purposes, how many gallons of fuel, sludge, and oily wastewater removal and disposal should the Contractor figure when cleaning the existing tanks prior to demolition? This cost would include pumping, handling, transportation, and disposals of remaining fuel, sludge and oil wastewater generated during cleaning and demolition of the existing above ground storage tanks. Generally the Government requests unit prices for these efforts.
Answer: 2 feed of sludge is to be assumed at the bottom of each tank.
21. Please confirm the Contractor is required to provide delegated design/calculations as outlined in Section 232111 1.4-C.11 & part 2.29.
Answer: Yes, design of pipe supports is delegated to the Contractor.
22. In review of the tunnel profile and tunnel site plan on CS102, does the Contractor need to assume an engineered shoring system adjacent to the Masonry Building No. 12 and the existing 8,000 gallon tank during construction of the tunnel?
Answer: Yes, assume an engineered shoring system is required adjacent to the building and tank.
23. 2/CS102 indicates existing 2” storm and existing UG electrical in the route of the tunnel. Does the Contractor need to assume these utilities need to be relocated?
Answer: Yes, utilities that will interfere with the trench need to be relocated.
24. Damp proofing and Waterproofing is not included in Division 07 of the specifications. Please confirm this is not required for the new tunnel.
Answer: Waterproofing is required. An updated specification 23 10 00 Facility Fuel Systems REV1 is attached.
25. Can one (1) larger frac tank be utilized in lieu of three (3) 16K gallon frac tanks?
Answer: No, there is not enough room next to the boiler plant for a larger frac tank.
26. Does the Contractor need to assume pumping/polishing fuel from frac tanks into the new 50,000 gallon tank at the end of the project?
Answer: Yes.
27. Who is responsible for monitoring and maintaining the fuel oil level in the frac tanks?
Answer: VA personnel will be responsible for monitoring the temporary fuel supply levels.
28. Specifications indicate the SSHO have to be a separate qualified individual from the Prime Contractor’s Superintendent and QC-M. Please confirm this project requires three (3) full-time on-site personnel during construction – SSHO, QC-M and Project Superintendent. This is overkill for a Project this size with limited definable features of work. We request the Project Superintendent be able to serve as all three (3) roles.
Answer: Personnel filling these roles must meet all criteria as outlined in the specifications and must be present on the site during all work. The Project Superintendent can be the same as the SSHO or the QC-M can be the same as the SSHO. The QC-M is to be an independent person from the Project Superintendent. If dual-hatting of these positions is utilized, the Project Superintendent, QC-M, and SSHO cannot hold other duties on the project unless approved by the COR.
29. Please confirm the Government will handle all Special Inspections as outlined in SECTION 014535. The specification indicates the special inspector will be a representative of the designer of record.
Answer: The contractor will hire and independent third-party agency to perform special inspections as well as hire the SIOR in accordance with the specifications. Please note that the Statement of Special Inspections (014535.1) has been updated and is attached to this amendment.
30. The drawings and specs do not detail the requirements for the Erosion Control Plan required to be submitted and approved by the VA. Please provide details on required E&S controls.
Answer: This information is included in 015719 as part of the environmental protection plan.
31. Will the project require the contractor to apply and procure a Stormwater Pollution Prevention Plan (SWPPP) or similar permit from New York State or any local AHJ?
Answer: Less than 1 acre will be disturbed. SWPPP not required.
32. If a SWPPP is required will the government provide the calculations and drawings required for applying for the permit?
Answer: SWPPP not required.
33. Should the contractor budget an amount for the removal and replacement of unsuitable soils that might be uncovered during the project?
Answer: No, all soil contamination is assumed to be remediated.
34. Does the Contractor need to assume excavation, handling on-site stockpiling (including stockpile management) of contaminated material, transportation, and disposal of petroleum contaminated soil encountered during removal of the existing storage tanks? If so, how many tons? This would include backfilling the excavation with an equal quantity of approved material.
Answer: No, all soil contamination is assumed to be remediated.
35. Please refer to section 010000 General Requirements, Article 1.15 Warranty Management, Para B, Performance Bond- Must the Performance Bond period be extended beyond the project completion date to the termination of the one year standard warranty and the date of any extended warranty? Can a maintenance bond be substituted in lieu of a Performance Bond for the period after project completion to the date of any extended warranty?
Answer: The Performance Bond must remain effective throughout the construction period.
36. There is an asbestos abatement section in the specifications, but nothing on the drawings. Can you please provide background on what environmental considerations were assessed? Did we do any hazardous materials assessments? If so, does a report exist for this?
Answer: The tanks were checked for lead based paint utilizing 3M Lead Check swabs. The results were negative for lead. As the pipes are buried for the project, there is a potential for asbestos containing insulation. If the contractor does find insulation or other questionable material, they are to stop and notify the COR. The contractor is then to complete bulk sample testing as applicable according to Code Rule 56 through the use of NYS certified inspector. The COR is to be notified when testing occurs for observation. The testing results would then be submitted to the government for review prior to proceeding. The contractor is to assume that no more than 8 bulk samples tests are required. An updated drawing is attached to reference potential asbestos abatement requirements.
37. Question: Spec Section 23 09 11 pages 11, 12, 13, and 14 are a Past Performance Questionnaire (titled “Attachment E”). We did not expect this document nor would we expect to find it within the Instrumentation and Control Specification. Was “Attachment E” included in the Spec by accident? If it was your intention to include it, please give directions on what we are supposed to do with “Attachment E”?
Answer: Remove pages 11-14 of specification section 23 09 11.
