X-rays

1. Question 49 states: “ X-ray radiology procedures will be interpreted by the contractor or radiology facility.” This directive is a departure from CBOCs that we currently manage. Typically, X-rays performed on-site are interpreted by the local VAMC for security purposes. Will the Government please reaffirm that the contractor/3rd party vendor will be responsible for interpretation of X-rays?”

The answer states: “Correct as written. Contractor is responsible for interpretation of X-rays”.

The answer to Question 61 states the requirements for a Radiologist, but the answer does not directly state that the Contractor is required to hire a radiologist.

a. As a national Contractor for the VA, in all locations that we provide x-ray services (12), we upload x-rays to the VA and the VA radiologist reads the x-ray and it becomes part of the patient’s chart and report. Will the VA reconsider the requirement that the Contractor provide x-ray interpretation?

ANSWER: Contractor is responsible for the interpretation of the x-rays.

b. If the VA requires the Contractor to provide x-ray interpretation, will the VA allow the Contractor to contract with/compensate the VA to provide x-ray readings? Will the VA be willing to agree to a fee-per-read arrangement?

ANSWER: The contractor has the option of subcontracting in the community to have x-rays taken and interpreted or doing them on-site at the CBOC. VA will not be interpreting the x-rays.

c. Is there a similar arrangement in place at this time since the x-rays are uploaded to the Syracuse VAMC and the VA radiologist reads them?

ANSWER: Not at this time.

d. Would the VA allow an arrangement in which a VA radiologist remotes into the CBOC to read and interpret the x-rays?

ANSWER: See responses to questions a and b.

e. If the Contractor outsources radiology services, is the VA willing to upload a CD of the x-ray on the VA network?

ANSWER: The VA will upload the exam from the CD, however all the images and dictated radiology report must be included in the CD.

Equipment

2. The answer to Question 20 states: “A pharmaceutical grade refrigerator (2-8’C) and freezer (-20) is needed. Must have battery backup or emergency power as required in VHA notice 2020-02.”

a. How many hours of battery back-up are required for the pharmaceutical grade refrigerator and the freezer?

ANSWER: VHA Notice 2020-02 has been replaced with VHA Notice 2021-02. The notice does not specify a timeframe for battery backup. The intent is to provide enough power to ensure no loss of medications.

b. Does the VA require the refrigerator and freezer to have a networked alarm?

ANSWER: It is not required.

3. The answer to Question 60 states “The VA will provide a multi-function device. The Contractor needs to provide a small desktop color printer and one fax machine in the event the multi-function device provided by the [VA] is not functional.”

a. Typically, if the Contractor purchases the printer, the VA does not network this equipment. Please explain the logistics of how the Contractor will print VA documents if the VA does not network the device purchased by the Contractor.

ANSWER: The requirement for a small desktop color printer is deleted.

Space Requirements

4. The answer to Question 36 states that the complete list of VA staff that will be working at the CBOC “has not been finalized” and is “subject to change,” and “this does not include the pharmacist or the VA staff that will be using the additional 2 exam rooms required for specialty clinics.”

a. Can the VA be more specific about the number of offices required for VA staff in addition to the 14 Mental Health office as this information will allow us to design and build a clinic area that better serves both patients and the VA staff.

ANSWER: The exact number of offices needed are listed in the space requirements. Who specifically, how many days per week and which days of the week they will be there is not complete at this time but should not impact the layout.

Medications

5. The answer to Question 23 states that Naxolone will be available via prescription. Will the VA make Naxolone available in the clinic for emergency overdose purposes? Is an RN expected to injecte Naxolone?

ANSWER: The VA will not be providing Naxolene to the clinic.

RFP Timeline

6. As a Texas-based company, the current power outage throughout the state has disrupted our ability to send email and maintain other communication necessary to develop our proposal. Will the VA grant an extension of several days from the current due date of March 4 for the Jefferson County proposal?

ANSWER: Receipt of proposals is extended till 3:00 PM March 11th, 2021
