Q1 With the EPA implementation of the e-manifest on June 30, 2018 will the incumbent be able to assign an e-manifest fee for each manifest during pick-ups?
A1. There should not be any additional fees assigned for manifesting issues under this contract. Any fees and associated costs for a Pick-up should be included in the monthly pick-up fee.
Q2 Due to material needing to be weighed and logged; will customer provide accessible scale at site or is it the responsibility of the incumbent to provide?
A2. It is the responsibility of the incumbent to provide all necessary materials for the preparation, packing and disposal of hazardous waste from the facility.
Q3 Is there a timeline for the certificates of recycling for recycled waste?
A3. The certificates of recycling should be received by the facility within a month of the removal activity.
Q4 For OSS and pick-up dates is there a minimum staffing requirement?
A4. There is no minimum staffing requirement for the on-site service and pick-ups.
Q5 With regards to scheduling dates: 1. Will all dates be outlined for the year at the initiation of the contract? 2.
If no, will the incumbent dictate dates for OSS and pick-up? 3. If no how many days’ notice will be given prior to requesting OSS and pick-up?
A5. Dates will be outlined at the initiation of the contract for routine hazardous waste disposal activities.
Q6 Should the contract exceed the threshold of 12 pick-ups & 24 OSS days as outlined over the course of the calendar year at customers request; will additional ‘JB’ be charged at the same rate?
A6. It is not anticipated that there will be more than 12 pick-ups in a year, but if there is a need to add more pick-ups, any pricing changes will need to be determined to be fair and reasonable by the Contracting Officer and only effective with a bilateral modification (supplemental agreement). The Contractor will be expected to provide adequate justification for any price increases.
Q7 In the event of an ER job, is any waste generated to be removed from the site at the time of the event, or, will customer hold until the next scheduled pick-up?
A7. An emergency event will be mitigated contingent on the circumstances involved. The facility has a Hazardous Materials Contingency plan which will be followed during an emergency event which may or may not include the Hazardous Waste contractor (incumbent).
Q8 How many containers does the customer average per waste pick-up?
A8. The facility average number of containers per pick up is 15. The number of containers per pick up will vary and will be addressed with the incumbent if there is an unusual fluctuation in quantity for the scheduled pick up.
Q9 Who is the incumbent contractor & is it possible to get the Section B Pricing/Cost Schedule?
A9. There is no prior contract information; however, if this information existed, this information would not be provided because it has nothing to do with the requirements of this solicitation.
