Statement of Work *Real Time Patient Positioning System, Tracking and Surveillance System VA New Jersey Healthcare System
* A solicitation will be posted on a “Brand Name or Equal” basis in accordance with the Federal Acquisition Regulation (FAR) provision shown below. A purchase order resulting from the solicitation will be issued on a lowest price technically acceptable (LPTA) basis to the vendor that meets or exceeds the characteristics of the real time patient positioning system / tracking and surveillance system described below.
See the brand name or equal clause at the end of this Statement of Work.
All proposals received in response to a solicitation that are considered “equal” to this system with the technical specifications described below will be given full consideration. The brand name to which all offers must meet or exceed the salient characteristics is AlignRT manufactured by VisionRT.
This statement of work describes the requirement for a surface image guided system to assist Radiation Therapists with patient positioning, tracking, and surveillance for CT imaging, and ELEKTA LINAC treatments. The system is designed to collect a surface rendering of the patient at simulation. At each treatment fraction, the system compares the surface rendering acquired during simulation and the patient is positioned until there is a match. The system is capable of monitoring the patient’s respiratory motion, and then gates its image capture so the patient can only be treated at a reproducible point in the breathing cycle. State of the art surface matching software registers these data to the reference surface within seconds. The DICOM RT import module also allows contours extracted from CT to be imported into the system as reference data.
The system must provide an advanced real time 3D surveillance capability which may be used remotely from the control room. A continuously updated display showing any motion in all six degrees of freedom may be viewed throughout treatment. Any movements outside user defined tolerances are detected automatically.
The System must allow the selection of one or multiple regions of interest (ROI) to track, which allows for the real time monitoring to only concentrate on specific areas of the body.
In addition to being used for lung, breast, head and neck, the system will be used for Stereotactic Radiosurgery (SRS), and must include a validated head adjuster for SRS, and must be clinically validated for SRS cases.
System Requirements Summary:
· AlignRT system for patient setup, surveillance (including advanced treatments) for the Elekta Linac
· Three camera units and interface to “Response” which allows automated beam hold on the Elekta Linac
· Stereotactic calibration phantom, analysis software
· 3 Degree Head Adjuster for cranial radiosurgery
· The AlignRT Real Time Coach is a visual coaching tool to indicate to a patient when their vertical breathing motion and postural alignment are within the user-defined position for delivery of treatment
· 3D Photo: Monochrome texture mapping to overlay photo-realistic texture map of patient on 3D surface
· Gate CT tracking solution for facilitating 4D CT reconstruction (GE). New Jersey VA 1 AlignRT Offline workstation and software for remote planning and data preparation
· AlignRT Calibration Plate: Flat plate with regular pattern of known dimensions. Enables the precise calibration of the AlignRT cameras
· Can interface with ELEKTA Hexapod table, which is included in a future purchase
· Software upgrade: 3-camera software support provided to allow simultaneous image capture from any combination of the three camera units
· Comprehensive training for staff
FAR 52.211-6 – Brand Name or Equal
(a) If an item in this solicitation is identified as “brand name or equal,” the purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the solicitation.
(b) To be considered for award, offers of “equal” products, including “equal” products of the brand name manufacturer, must—(1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by—(i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification.
(c) The Contracting Officer will evaluate “equal” products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer.
(d) Unless the offeror clearly indicates in its offer that the product being offered is an “equal” product, the offeror shall provide the brand name product referenced in the solicitation. (End of provision)
