The purpose of this Amendment is to provide clarification and answer questions about this solicitation received from vendors. Please read the attached Continuation Pages (2-6), which provide these answers.
Please also note that the specific timeframe of the dedication ceremony on May 22, 2019 is subject to change. Any known change will be communicated with the vendor thirty (30) days prior to the event. A change in time may impact the disassembly and packing up of the services, but the set-up (the day prior to the ceremony) would remain the same.
The hour and date specified for receipt of Offers is extended to 3/21/19 at 4:30 PM EST and contractors shall sign and return one copy of this Amendment document via email to Danelle.Wassink@va.gov.

CONTINUATION PAGE
1. Is the Department of Veterans Affairs handling all internal permitting (such as use of the property and facility) or will the vendor need to handle any internal authorizations and permits? If work needs to be done on internal permits, can you please provide an updated SOW and additional line on solicitation describing what will be needed?
-No permits are required.
2. Is the Department of Veterans Affairs exempt from the local jurisdictions of the NYC Department of Buildings (“DOB"), the NYC Building Code requirements, and the Fire Department of New York (“FDNY”) code requirements?
-We have no requirements and do not follow NYC Department of Buildings (“DOB"), the NYC Building Code requirements, and the Fire Department of New York (“FDNY”) code requirements.
3. The proposed temporary tent structures require DOB permits. Permits will need to have a registered architect prepare plans, applications, filings and obtain approval from the DOB. Is the Department of Veterans Affairs Exempt from the DOB requirement for Alteration Type-3 Work Permits? If not will the VA be providing the Alt-3 Work Permits, or will Alt-3 Work Permits permits be added to the solicitation?
-No permits required. Tent structure and layout plans needs to be provided to the VA Police and Engineering.
4. If there are over 74 people in the tent(s) at any one time, the NYC Buildings Code Requires a Temporary Place of Assembly (“TPA”) Permit. Is the Department of Veterans Affairs Exempt from the DOB requirement for a TPA? If not will the VA be providing the TPA, or will a TPA Permit be added to the solicitation?
-No permits required. VA Police will provide TPA if required.
5. If a TPA is filed, the NYC Buildings Code will require FDNY F-04 Certified Fire Guards. Is the Department of Veterans Affairs Exempt from the FDNY F-04 Fire Guard requirement? If not will the VA be providing the Fire Guards, or will Fire Guards be added to the solicitation?
-Not required by the VA.
6. According to DOB Code #3102.7, “tents shall be guyed, supported, and braced to withstand a wind pressure of 10 psf (478.8Pa) of projected area of the tent.” This roughly translates to being rated at 60 mph and would include the following:
● (4) 750 lb cement blocks on the 20x20 tent
● (10) 700 lb cement blocks on the 30x40 tent
● (14) 2000 lb cement blocks on the 40x100 tent Will this specification be added to the solicitation, or is the Department of Veterans Affairs exempt from this requirement and is soliciting the least expensive weighting method that may not comply with local laws?
-Tents are to be adequately anchored. Follow the weight requirement you provided. The cost to perform this specification should be included in the overall cost of the corresponding line items.
7. What is the time frame we are allowed to setup on May 21, 2019?
-Anywhere between 9am to 5pm.
8. What is the time frame we are allowed to breakdown on May 22, 2019?
-The Contractor can begin packing up at approximately 3:00PM EST, or immediately following the ceremony. Any changes to the time frames that the tents can be disassembled will be communicated to the successful vendor by the POC within 30 days of the event.
9. If breakdown is to occur past 6:00 PM, the DOB requires and After Hours Work Variance (AHWV). Is the Department of Veterans Affairs Exempt from the DOB requirement for a AHWV? If not will the VA be providing the AHWV, or will a AHWV Permit be added to the solicitation?
-N/A, The breakdown is to occur prior to 6:00PM EST. Any changes to the time frames that the tents can be disassembled will be communicated to the successful vendor by the POC within 30 days of the event.
10. What are the hours of the event?
-The ceremony will take place at approximately 1PM EST on May 22, 2019 and the Contractor can begin packing up at approximately 3PM EST. Any changes to the time frames that the tents can be disassembled will be communicated to the successful vendor by the POC within 30 days of the event.
11. Line 8 Specifies BIL JAX 20X28 PER SQ. FT. STAGE RAISED 2', but also states (CHARGE FOR 18X28) - Can you please clarify the 2' difference from 18 to 20?
-The BIL JAX come in 4X4 sections, so they can only do a 20X28. The IGCE listed 18X28 because that is what was actually requested. The phrase “(Charge for 18x28)” is an error in the solicitation, the line item 20x28 per sq. ft. is correct.
12. Line 10 Specifies RAMP FOR STAGING. Is this an ADA ramp? If so, ADA requires handrails. Will that be added to the solicitation?
-Any specific equipment which is necessary for ramp compliance is included in the overall price of the ramp. Handrails are not part of the proposal.
13. Line 14 Specifies (65) BIL JAX RISERS SEPARATE. Are we just delivering (65) 4'x4' decks? No legs? I am unclear as to what this is for?
-Leg risers are needed to elevate the stage to the height requested (2 ft.)
14. On Page 5 of the solicitation, Bil Jax 4x4 Sections Risers 16x16 is specified. How many and how high? Is this being added as a line item to the solicitation?
-This correlates to the question above (#13) – Leg risers are needed to elevate the stage to the height requested (2 ft.). The line items listed in the Price/Cost Schedule on pages 6-7 are the complete list of services needed, please disregard the discrepancy listed in the Statement of Work on Page 5.
15. On Page 5 of the solicitation, it states Skirting For 12x28 Stage (Black). Is the 12x28 just a typo and are we sticking with the Line 15 of the solicitation?
-The line items listed in the Price/Cost Schedule on pages 6-7 are the complete list of services needed, please disregard the discrepancy listed in the Statement of Work on Page 5. Skirting for the stage is 18X28 (front and sides only), the back of the stage is not skirted.
16. What is the earliest time on the 21st of May we can start setting up the equipment?
- Anywhere between 9am to 5pm.
17. New York City requires a tent permit/fire extinguishers and emergency exit light to be placed with the 40x100. That will be added expense and will require one of my team to collect the permit day of the event and to hang it and then met with the Fire Officer. They will check safety of tent and accurate permit paperwork. Please note this is added expense that is not itemized on your price sheet.
-Any fire extinguishers and emergency exit lights necessary are expected to be included within the price of the items already listed. Please reference question #2 (above) in regards to permits.
18. Please supply a basic tent layout of where each tent will be in relation to other tents.
-The Tent Layout will be in the Parking Lot adjacent to the Fisher Houses. On the map of the facility, this area is outlined in black, in front of the Nursing Home and Chapel and nearby Webb Avenue. The Contractor will communicate with the facility POC after the contract is awarded to determine the specific layout of the tents.
19. Can my trucks reverse right up to the work site? Or will we be impeded and have to walk and carry our equipment over some distance?
-Trucks can be backed up into the site to set up the evening before the ceremony. Please reference the facility map provided in question 18 (above). The James J. Peters VA Medical Center will have the parking lot cleared for the Contractor to deliver, set up, and pack up services.
20. For wage determination, what category would tent installers fall under?
- The tent installation profession is not specifically listed as a category in the Wage Determination document. For the purpose of this solicitation, the “Laborer” category, Occupation Code 23470 shall be used as the comparable classification code for wage determinations.
