Peters VA Medical Center, Bronx New York, intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to FAXITRON BIOPTICS LLC, 3440 E Brittannia Dr, Ste 150, Tucson, AZ 85706. FAXITRON BIOPTICS LLC will provide one BioVision+ Digital Surgical Biopsy Specimen Imaging System, to the Brooklyn VA Medical Center, 800 Poly Place, Brooklyn, NY 11209. This action will result in a Firm-Fixed Price contract.
This notice of intent is not a request for quotations; Interested parties may express their interest by providing a capabilities statement NLT Thursday September 13, 2018 at 5:00 PM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required supplies and services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. When responding to this announcement, respondents should refer to Announcement 36C24218U0062-FAXITRON Notice of Intent. If after September 13, 2018, no ACCEPTABLE responses have been received in response to this announcement, Department of VA shall negotiate solely with FAXITRON BIOPTICS LLC.

This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. The Government anticipates the award of a firm-fixed- price contract. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition.
Statement of Work (SOW) for BioVision By Faxitron Bioptics
Background
BioVision is a digital surgical specimen radiography system. It uses a high resolution dector to verify and excise breast tissue margins. The BioVision system’s image processing software utilizes peripheral equalization and calcification enhancement to maximize the definition of diagnostic images. Magnification can facilitate up to 60+ lp/mm resolution images. Automatic Exposure Control (AEC) optimizes image quality and automatic position detection provides geometric magnification and accurate measurements for all specimen levels. This system has DICOM capabilities and can send images to our Philips PACS.
Objectives The BioVision Radiography System will allow us to provide improved standards of care during surgical excisions and core biopsy procedures.
Place of Performance / Place of Delivery The procedures that this equipment will be used for will be performed in the Women’s Clinic at the Brooklyn VA medical Center.
Product Specifications Digital Surgical Biopsy Specimen Imaging System includes:
12cm x 15 cm digital detector 24μm, 21 lp/mm Contact Mode High resolution 3.7 MP flat-panel LCD monitor Ergonomic Keyboard, Transparent Imaging Door, 3 Hour Battery Backup Operation, Battery Life Indicator, Automatic Exposure, Automatic Calibration, 3 times Magnification, DICOM compliant.
