Amendment A00001: Vendor Questions

1. Will the government consider key personnel trained in Family Medicine (American Board of Family Medicine) or will the government only accept candidates trained in Internal Medicine (American Board of Internal Medicine)?

VA Response: The VA will only consider candidates trained in Internal Medicine.

1. Is this a new requirement?

VA Response: Yes

1. Is there an incumbent vendor?

VA Response: No

1. Page 7 of the RFQ reads: “Services shall be provided on-site at the Stratton VAMC or one of its 6 Community Based Outpatient Clinics (CBOC) staffed by VA Personnel”. Additionally, the RFQ states the requirement is for 2 FTEs. The geographical footprint of the sites creates logistically challenges.

3. Can the government expand on how the providers will be assigned a worksite given the 7 locations?

3. Should proposed key personnel be prepared to be assigned any site at any time?

1. i.e Tuesday the provider will be assigned to the Saranac Lake CBOC and the provider is requested to be onsite at the Bainbridge CBOC the following day (extreme example)

3. Will an FTE be ‘ordered’ for a certain block of time (30 days, 90 days, etc) at a specific location?

VA Response: The assigned worksite will depend on the facility’s needs, and where vacancies exist. It is NOT expected that the provider will be assigned to multiple different sites from day to day or even week to week.

It is possible that a provider’s assignment would change during the contract period, but typically once assigned to a location, it is expected that the assignment for that worksite would last for at least 30-90 days. A change in assigned work location will be given at least 30 days notice.

1. What is the percentage of Direct Patient Care?

VA Response: 90% - See Section 4.4

1. Will the Government accept a Federal issued DEA?

VA Response: Yes

1. How many FTEs are required? Based on the number of hours and according to Section 4.4.4.1 of the SOL can we assume 2 FTEs are required to meet the CLIN hours?

VA Response: 2.0 FTE are required to meet the CLIN hours.

1. Does the Government provide/consider scribes for this opportunity?

VA Response: No

1. As we think about the potential housing / travel arrangements associated with a solicitation like this, identifying a central location is important as it relates both to recruiting efforts and pricing. To that end, can the contracting team please communicate how far the facilities / CBOCs are from the Stratton VAMC?

VA Response: Catskill CBOC: 33.7 miles Clifton Park CBOC: 21.8 miles Bainbridge CBOC: 109 miles Fonda CBOC: 45.8 miles Westport/Elizabeth Town CBOC: 125 miles Saranac Lake CBOC: 150 miles

1. Do any of the CBOCs have or require security?

VA Response: No
