Text version

Q1: Pickup Fee (on the Attachment – Price Sheet): The unit of issue is showing per hour, is that a typo should the unit be per each?

A1: Correct – This should be “JB” for Job and is indicative of the Scheduled Quarterly Collection.

Changes have been applied to each page and the updated attachment is attached to this Amendment action.

Q2: There will be no separate line items for supplies (containers) for waste item?

A2: Note that at the header of each pricing section, it states “(cost includes container and packing supplies)”. This means no separate pricing for supplies.

Q3: There will be no labor rates for onsite labor to perform the work?

A3: The only labor rates are Emergency Response labor. Note: This is not a Time & Materials contract.

Q4: Section B.3 (VI)(A)(22) “Detailed Scope of Work” states that only items listed in the pricing schedule at the prices quoted and facilities specified may be ordered under the contract. If (Contractor) anticipates a need we may request a modification to the contract. How will off-spec or nonconforming waste be handled under this bid as this language appears to require us to know ahead of time if there will be additional charges?

A4: We cannot make a determination until such a time occurs, if such an occurrence happens at all.

Based on the circumstances identified at that time, the requirement could potentially be accomplished by a separate procurement action not related to this requirement. There are too many hypotheticals to give a definitive answer now. The premise of this requirement is a focus on routine accumulated hazardous waste based on historical data.

Q5: Section B.3 (VI)(A)(24) requires us to mail a copy of the manifest to NYSDEC as required by regulations. Has this changed due to the e-manifest system?

A5: Yes, this has changed with the new national e-manifest system. The contractor will be required to ensure compliance with the e-manifest and any mailings that may be required by NYSDEC including, but not limited to, generator to generator state manifest mailing.
