Justification for Single Source Awards IAW FAR 13.106-1

For Over Micro-Purchase Threshold but Not Exceeding the SAT ($150K)

Acquisition Plan Action ID: VA242-18-AP-5193

1. Contracting Activity: Department of Veterans Affairs, VISN 02, James J. Peters VA Medical Center

130 West Kingsbridge Road Bronx NY 10468. Organizational Activity; VA Hudson Valley Healthcare System Montrose Campus, 620-18-3-3086-0056. This is a Brand Name Only justification for Podiatry Powered Chairs.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This request is to replace the power chairs & Power stools for the Montrose & New City CBOC podiatry areas. The chairs should be the most advanced quad-powered chair with DC powered lift, back, tilt and foot motors for increased safety and strength. The LED operational safety sensor will protect chair from returning to home position with footrest extended.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Government requires that the chairs be MTI Podiatry powered chairs. This is to ensure a seamless installation for the medical center engineering staff. These chairs feature seat heights of 20” to 31.5”, length from head to foot extension of 68” to 83.5”, lifting capacity of 650lbs, Trendelenburg: of 30 degrees and listed UL 60601, CAN/CSA and IEC 60601.Standard programmable foot control seamless premium upholstery in color grey standard and automatic adjustable foot rest that can be moved for the height of the patient. The existing equipment is at end of life and replacements are needed for patients. The intent of this initiative is to provide VA patients with optimal care by utilizing the equipment used in the facility and keep them uniform. These chairs are featured throughout the medical center.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted, which included consulting with account Manager for MTI. The market research shows that there are SDVOSB vendors that can offer these exact chairs and award can be made at a fair and reasonable price that offers best value to the United States. The manufacturer MTI, Inc. provided written confirmation to VA stating that there are authorized resellers for the products. In light of market research, the solicitation is set-aside for SDVOSB concerns.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
